Joint action in the Province of Genova

Within the Province of Genova, 5 small municipalities located in the same area decided to join climate protection efforts and develop a common strategy. A multi-municipal integrated SEAP was approved by the local councils in June 2012, with implementation to start soon. This includes actions that they would not have been able to deal with on their own. Other notable examples of joint actions led by the Province through the Energy for Mayors project are also described.

Er du ved at udvikle en ny energiteknologi, der kan gøre Danmark fri for fossil energi? Eller vil du etablere nye storskala testfaciliteter for nye energiteknologier? Så er Energiteknologisk Udviklings- og Demonstrationsprogram, EUDP, eller Green Labs DK programmet måske noget for dig. Der er indgået politisk aftale om at afsætte 371 millioner kr. til at støtte nye energiteknologiske udviklingsprojekter og 82 mio. kr. til nye Green Labs næste år. Programmerne holder informationsmøder den 18. januar 2012 i Århus og den 19. januar i København.

Intelligent Energy - Europe (IEE) Conference

Representatives from cities leading on sustainable energy actions gathered together in Brussels on Monday 18 March, at a European Commission forum organised by ManagEnergy. The event marked the commitment of 189 communities in going beyond the EU’s 2020 climate and energy targets. The cumulative results of the sustainable energy action plans are projected to be 2475080 MWh per annum of RES production and 5327473 MWh per annum of primary energy savings.

Regions 202020 Workshop and Technical Visits

The Regions 202020 Workshop and Technical Visits, organised by EVE and Fedarene on 8-9 November 2012, was open to ENNEREG partners, Fedarene partners and selected invited participants. The Workshop on Thursday 8 November 2012 was a good opportunity to discuss interesting issues related to the management of energy efficiency at a regional level, and to share ENNEREG partner’s experience and good practices. The Workshop was followed on the morning of Friday 9 November by two technical visits, both in Zamudio, 10 km from Bilbao. Presentations are now available on the events page of the Regions 202020 website.

Pomorskie Dni Energii są dynamiczną imprezą targową skupiającą wystawców z branży energetycznej, instytucje naukowe, podmioty zajmujące się edukacją ekologiczną. W połączeniu z towarzyszącymi jej 8. Targami Techniki Przemysłowej, Nauki i Innowacji Technicon-Innowacje 2012 oraz Międzynarodowymi Targami Termoizolacji i Termomodernizacji TERMO-BUD stanowi silny punkt na mapie działań promocyjnych największych firm z branży energetycznej, budowlanej i naukowej.
ManagEnergy Workshop
Stimulating SEAP development in Wielkopolska Region

The scope of the workshop was to build capacities of authorities and related stakeholders in the Wielkopolska Region to design and implement sustainable energy actions. It was organised in joint cooperation of the regional authority in the Marshal Office UMWW, the regional energy agency WAZE and EC Network and took place in Poznan, 17-18 October 2012.
Eight municipalities in Wielkopolska (municipalities of: Golina, Szamotuly, Czarnkow, Lubasz, Krotoszyn, Kalisz, Przykona, Poznan), one representative of the regional authority UMWW, four representatives of the regional energy agency WAZE and around 10 other stakeholders (consultants, researchers or from the financial sector) participated the workshop.
ManagEnergy Capacity Building Workshop:
SEAP Development in Western Denmark

In Denmark, progress on the Covenant of Mayors initiative has taken place mostly in the region of Zealand in the eastern part of the country. This ManagEnergy workshop targeted municipalities in the west of Denmark - Jutland and Funen.
The goal was to help enable these municipalities to take the appropriate steps toward Sustainable Energy Action Plans, while exploring how this process can best be supported at the regional level through cross-municipal experience exchange and the organisation of joint sustainable energy projects.

Energie-genossenschaften unter Anpassungsdruck – Chancen und Risiken

Ziel der Veranstaltung ist es, die Teilnehmenden über die aktuellen Rahmenbedingungen der Entwicklung und Umsetzung von Energiegenossenschaften zur Finanzierung von nachhaltigen Energieprojekten zu informieren. Neben den Vorteilen einer Finanzierung von nachhaltigen Energieprojekten über diese Organisationsform (z.B. gesellschaftliche Akzeptanz von Investitionsvorhaben für eine nachhaltige Energieerzeugung) werden am Beispiel von verschiedenen Genossenschaftsgründungen die Herausforderungen dargestellt, die mit der kommunalen Gründung dieser Modelle der Bürgerbeteiligung verbunden sind.

Transfer of knowledge in the field of sustainable use of energy

The morning session of the ENNEREG International Conference in Poznan, Poland presented the ENNEREG Project and Regions 202020 Network as well as the Regional SEAPs for Wielkopolska and Pomerania, as well as Regions 202020 Good Practice case studies and Sustainable Energy Projects (SEPs) at the regional and inter-regional levels from the ENNEREG Pioneer regions. After lunch, a number of experience exchange workshops were organised on relevant topics. The event was followed by a Replication Workshop on 23 May 2012 oriented towards other Polish regions, addressing monitoring aspects of the regional SEAP.

Transfer wiedzy w dziedzinie zrównoważonego wykorzystania energii
22 maja 2012 r. , Wielkopolski Urząd Wojewódzki w Poznaniu (Polska)
W części pierwszej konferencji, przedstawiony zostanie projekt ENNEREG, sieć Regions 202020 a także „Regionalny Plan Działań na Rzecz Zrównoważonej Energii” (SEAPs) dla Województwa Wielkopolskiego i Pomorskiego. Zaprezentowane będą również przykłady Dobrych Praktyk - Regions 202020 oraz prowadzonych projektów i działań dotyczących zrównoważonej energii (SEPs) na poziomie regionalnym i lokalnym przez regiony pionierskie projektu ENNEREG. Na konferencji obecny będzie również Pan Krzysztof Gierulski, przedstawiciel Komisji Europejskiej DG ENNER, który wygłosi krótką prelekcję na temat polityki UE w odniesieniu do podmiotów na poziomie lokalnym i regionalnym.
W części drugiej konferencji, zaraz po lunchu, zapraszamy na warsztaty dotyczące wymiany doświadczeń w pokrewnych konferencji tematach.

Fit for the Future - National Trust goes Green

From April 3rd to the 5th 2012 at the Centre for Alternative Technology, the National Trust is hosting a large conference focusing on sharing and learning about experiences with energy efficiency and renewable energy systems in historic and older buildings. Severn Wye Energy Agency will have a stand at the event and will be promoting ENNEREG and its work in developing a Sustainable Energy Action Plan (SEAP) for Wales.

Lithuanian Energy Institute (LEI), together with invited speakers, arranged the seminar “Production of Biofuel from Agriculture and Energy Plants for Development of Renewable Energy” (Seminaras „Biokuro gamyba iš žemės ūkio ir energetinių augalų atsinaujinančios energetikos plėtrai“) under ENNEREG activities on September 29. The role of agriculture in development of RES development is emphasized as very important in Lithuania as well as in Kaunas Region, since the use of forestry resources are limited and not always feasible. On the other hand products from agriculture can be widely used in district heating which plays the main role in development of RES measures for implementation of SEAP.

In cooperation with OTTI, ZREU is organising a one day workshop to inform about financing schemes of the European Union in the field of renewable energy resources and energy efficiency. The workshop is to facilitate the development of new projects in these fields by informing about the various funding resources in different European programs. Renewable energy sources (RES)
Study visit in Växjö, Sweden, March 7th 2012
Renewable Energy Sources (RES) have been on the agenda for many years but is now even more in focus. There is a target that EU has reached over 20 % of all energy coming from RES in 2020. This has then been split up in different targets for each country. There a significant differences between the EU 27 countries for the use of renewable energy sources. Accordingly you have to focus on what is most applicable for each country.
RES includes many different possibilities, such as:
- Biomass – for heat, electrical production, biofuels. Well known technology but parts like gasification, environmental impact still needs development
- Biogas – for heat, electricity and also upgraded for vehicles. Also well-known technology but still some more detailed development needed. For biofuels still expensive
- Wind energy- for wind energy. Quite a mature technology. Going in the direction of bigger and bigger. Technology still under development in this sector, some problems with impact on the landscape.
- Biofuels for vehicles as Biodiesel, ethanol, RME. For fuels for vehicles. Here Renewable energy sources can be included for electrical cars. This is in many ways still under development and discussion but is growing fast. Will be the next big step for the upcoming decade.
- Hydro power- for electricity production. Mature and well known technology. More to focus on improvement and environmental impact.
- Geothermal with mainly a base for heat pumps, used and still growing in some countries.
- Solar for hot water and heat. Used a lot but so much more to be done. We use 0.1 pro million of the sun power reaching our earth. Still a little bit expensive.
- Wave and tidal for electricity production. Still under development and in step 2 in R&D. Will have a big potential.
- PV for electricity. The same here but more linked to still too expensive mostly and needs support for investment.
Biomass is still the biggest source but wind energy is growing fastest. The biggest need of development is probably biofuels for vehicles. All other possible sources has to been continuously develop when there is not just one solution for the future fossil fuel free targets that we will have in 50-100 years in front. Not a single source will have the solution for energy production so a mix of many is needed.
Also the situation of providing the needed energy in EU and in your own region stress the needed development. We are coming closer to the situation that EU import 70 % of the energy and this has impact on both security of supply, economy and climate protection.

Several activities can be performed in each region to increase awareness of stakeholder on the issue of energy efficiency:
- Make a RES baseline and plan in your region by making an inventory in each of the possible renewable energy sources.
- Set up ambitious targets for RES in general but also concrete objectives for each renewable energy source.
- Make a SEAP for the work with RES in your region.
- Find these who have the possibility to invest and build RES plants.
- Set up, support and use financial and taxing systems on EU, National or regional level.
- See what grants, tariff systems and business models that can support introduction.
- Education and training.
- Promote RES in general and be the good example to produce and/or buy just RES energy and products that can use RES.
The regions can also in more general ways support the work with introduction of RES by supporting structures like above but also when working in the planning systems to support RES.
Help companies, installers, consultants and actors in the RES sector to establish business in the region. Be clear and have a long term running process that you can trust in.
The public sector in the region can say that they just buy RES energy and in that way help to build the market.
Also act via lobby and other information activities to support RES.

Silistra plans to install CHP on waste agricultural and wood biomass
[EN] Silistra Municipality, Bulgaria, in the framework of the ENNEREG project, has initiated and included in its Sustainable Energy Action Plan (SEAP) a project for construction of an energy complex for CHP on biomass. The main aim of the project is to produce heat and electricity at 85% efficiency, while at the same time making use of available wood and agricultural waste potential in the region.
Large PV installation on commercial building, Upper Palatinate Region, Germany - ENNEREG Good Practice in Renewable Energy

EuPD Research estimated the PV potential of commercial buildings in Germany at about 25 GW – so far only 4.8 percent have been realized.
A good example for tapping this potential is the company of Glapor from Mitterteich, Bavaria. Due to the installation of a photovoltaic system on its 13.000 square meter flat roof, Glapor is playing a pioneering role in terms of environmental protection. The annual generation of electricity about 750 MWh is resulting in a reduction of CO2 emissions of about 300 – 350 tonnes per year, thus significantly contributing to climate protection. In the future, industrial companies will not only be a current consumer – quite contrary, they will actively engage in energy transition.
Biogas plant with dry digestion - ENNEREG Good Practice in Renewable Energy Sources and Transport
[EN] The biogas plant in Mörrum, Blekinge, is first of its kind in Scandinavia. At the turn of 2012/2013 the production of vehicle fuels at the biogas plant started. The facility is unique; it is the first plant in Scandinavia with dry digestion where food waste is used as substrate.

In the Upper Palatinate excellent preconditions exist for the use of biomass due to large areas of agricultural and forest land. However, this form of energy use is clearly limited. Only an environmentally sustainable use of biomass does not endanger the protection of nature and environment.
A good example for a regional energy company offering sustainable heat and electricity for local stakeholders is the Bioenergie Mitterteich GmbH & CO. KG.
The company operates a heating installation based on biomass, which is exclusively supplied with wood chips from regional foresters. Large wood resources and short transportation distances ensure a sustainable energy supply.
Additionally to a local district heating system, Bioenergie Mitterteich GmbH & CO. KG installed 3 PV systems on public buildings in September 2012.
Biogas model, Triangle Region, Denmark - ENNEREG Good Practice in Renewable Energy Sources
[EN] The Triangle Region has developed a model that calculates the potential for a biogas production in the 6 municipalities in the Triangle Region. The biogas potential in model is based on known quantities slurry from animal production and other biomasses available in the region. The model calculates 4 different scenarios with different input and different geographic solutions.
ESCO in Sports Centres, Triangle Region, Denmark - ENNEREG Good practice in Energy services and Financing
[EN] The Triangle Region Denmark is working on an ESCO project on sports centers in the region with focus on energy renovation and integration of renewables. 33 sports centers from 4 municipalities are included in the project. The project is divided into 3 subprojects, 1 for the municipality of Vejle, 1 for the municipalities of Middelfart, Kolding and Fredericia and finally 1 regarding integration of renewables.

The EU Directive on the energy performance of buildings (Directive 2010/31/EC) obliges Member States in Article 9 to ensure that after 31 December 2018 all new buildings occupied and owned by public authorities are nearly zero-energy buildings.
The District Government of Regensburg, Bavaria, aims to fulfill this role model function by the construction of a new low carbon school building for a secondary school in Lappersdorf. The construction of this innovative building, which was finalized in September 2012, strives for achieving nearly carbon-neutrality as regards the annual generation and use of energy. Although not achieving the passive house standard in total (maximum heating demand of 15 kWh/(m²*a), heating load of max. 10 W/m²), it is an excellent example that current state-of-art technology is established for realizing nearly-zero emission buildings.

[EN] Back in the 1980s, energy efficiency and renewable energy projects did not have the same attention as they have today. Thus the Regional Council and the regional delegation of ADEME decided to create an energy award contest to raise public awareness, encourage local initiatives as well as highlight regional political commitments in this field. This gave birth to the "Concours Energies d'Aujourd'hui" (Today's Energies Award) in the early 1980s as a key communication tool encouraging the development of forward-thinking sustainable energy approaches and projects in the region.

[EN] Facing the challenges of climate change, Rhône-Alpes regional natural parks mobilize on energy, but in respect with their core missions. Aims to reduce overall consumption of land and eventually use of renewable energy are accompanied by a reflection on the respect for heritage, land development, wealth creation for the people and communities and membership of these operations. However, the current development of photovoltaics does not really bring these values. The regional natural parks and Rhônalpénergie-Environment have therefore decided to test a new approach of this sector to set up projects that respond to this in a more holistic way and set up a generalized approach to rural areas.
District Heating with biomass in Orozko, Spain - ENNEREG Good Practice in Renewable Energy

This project supplies a range of 432 houses and 2 municipal buildings (the school and the sports centre) with warm sanitary water and heating through a centralized system which has biomass as its main source of primary energy.
This project promoted by the Orozko municipality aims to meet the thermal demand (heating and warm sanitary water) through a centralized system which has biomass as its main source of primary energy. The project is implemented in two phases: the first phase provides heating for the sports centre and the elementary education centre. The second phase is a district heating network for a new housing development.
The installation of district heating centralized system offers several advantages: avoids chimneys and installations of heat in buildings, improves the quality of air, average savings higher than 15% compared with traditional systems, savings on the initial investment of more than 22% and savings of required surface for installations.
Supply Chain Development Programme Wales, United Kingdom - ENNEREG Good Practice in Intelligent Energy Education
[EN] The Supply Chain Development Programme, delivered by the Energy Saving Trust, supports small to medium Welsh businesses to enter the renewable energy installation market, and supports them in achieving quality accreditation under the Microgeneration Certification Scheme (MCS) which is an industry recognised standard. The project also aims to develop the supply chain to ensure a regulated industry of high quality energy generation installers.

Óbidos Solar Project Oeste, Portugal - ENNEREG Good Practice in Renewable Energy

The Óbidos Solar project was launched by the municipality of Óbidos to support its population, especially those of lower economic status, giving them access to new technologies to produce energy (electricity and water heating) from renewable sources. This allows a substantial reduction of the energy costs for water heating and electricity consumption.
To achieve these results, the municipality established a partnership with 9 companies working in the renewable energy area for the supply and installation of the required equipment.
Multipurpose Socorridos System Madeira, Portugal - ENNEREG Good Practice in Renewable Energy
[EN] The Region of Madeira has a long tradition in the use of renewable energy, having at its disposal significant water and wind resources for electricity production. This region has a significant number of hydroelectric plants. Many of these plants are inter-connected in a way that maximizes the water resources of the region. The multi-purpose Socorridos System is a wind powered pumped hydro storage system. This system was designed to supply water to Funchal, Câmara de Lobos and Santa Quitéria, as well as to regulate irrigation flows and produce electricity.
Solid Waste Treatment Plant in Meia Serra, Madeira, Portugal - ENNEREG Good Practice in Renewable Energy
[EN] The Meia Serra Solid Waste Treatment Plant is the Transfer, Screening, Treatment and Recovery System for Urban Solid Waste in the Autonomous Region of Madeira. The plant integrates solutions for recovery, treatment and disposal of waste produced in the region.
EDEN Project - Porto Santo Island, Madeira, Portugal - ENNEREG Good Practice in Renewable Energy
[EN] The EDEN (Endogenizar o Desenvolvimento de Energias Novas - endogenize the development of new energies) project was a cooperation action with the main goal of creating a national technological platform for the hydrogen society, through demonstration projects, namely the integration of a hydrogen storage installation in the Island of Porto Santo.

[EN] Birštonas – the smallest Municipality of Kaunas region - participated in the ECO-Life project (Sustainable zero carbon ECO-town developments improving quality of life across EU) under CONCERTO initiative in FP7. The large number of demonstration activities is based on both the demand side (demonstration of ECO-buildings and rational use of energy) and the production side (demonstration of various renewable energy technologies). ENNEREG Good Practice - NEW Neue Energien West eG - The energy cooperative "Bürger-Energiegenossenschaft West eG", Upper Palatinate Region Germany, ENNEREG Good Practice in Cooperation - Energy Services and Financing

The NEW Neue Energien West eG / Bürger-Energiegenossenschaft West eG is one successful regional example for a renewable energy coop originally being funded as inter-communal cooperation between 8 municipalities, all located in the administrative district of Neustadt/Waldnaab / Upper Palatinate (27.02.2009).
Until today, the NEW eG invested into three large-scale groundmounted PV installations (solar farm Döllnitz, 1.3 MW; solar farms Barbaraberg 1 / 2, 3.1 MW) and several smaller roof-mounted PV systems.
The NEW and Bürger eG are also offering other services supporting the sustainable use of energy in the region, e.g. energy consulting services, thermalgraphy of buildings, issue of energy performance certificates for buildings, cleaning of PV modules, joint procurement, etc.
Microgrid in Kythnos Island - ENNEREG Good Practice in Renewable Energy
[EN] The system in Gaidouromantra, Kythnos is a 3-phase Microgrid composed of the overhead power lines and a communication cable running in parallel. It is electrifying 12 houses with a 1-phase electricalservice in a small valley in Kythnos, an island in the cluster of Cyclades situated in the middle of the Aegean Sea. The grid and safety specifications for the house connections respect the technical solutions of the Public Power Corporation, which is the local electricity utility.

[EN] A project for installation of a solar system for Domestic Hot Water (DHW) production in home for elderly people – Silistra, was realized in 2001. The activity was part of a bigger project combining as well measures for street lighting improvements and energy efficiency in 3 other municipal buildings
Sundet biogas
[EN] The Sundet sewage water treatment plant in Växjö is producing 3450 m3 of biogas per day by running two reactors for anaerobic digestion. In the continuous flow reactors a wet process occurs with full mixing, ten days hydraulic retention time (HRT) and a temperature of 37°C.

[DE] Der Landkreis Regensburg hat im Dezember 2011 bzw. Januar 2012 zwei Energiegenossenschaften gegründet, um im Landkreis die Errichtung von Anlagen zur Erzeugung von Energie aus erneuerbaren Energien zu fördern und damit die regionalen Wirtschaftskreisläufe zu stärken. Für diese Ziele wurde zum einen die Kommunale Energie Regensburger Land eG (kurz: KERL eG) gegründet, an der sämtliche Gemeinden des Landkreises wie auch der Landkreis als eigene Gebietskörperschaft beteiligt sind. Diese Energiegenossenschaft übernimmt im Wesentlichen regionale Steuerungs- und Koordinationsaufgaben zur Projektierung möglicher Energieanlagen. Ergänzt wird diese kommunale Energiegenossenschaft durch die Bürger Energie Region Regensburger Land eG (kurz: BERR eG), an der sich Bürger- u. sonstige juristische Personen an der Finanzierung, dem Bau und Betrieb von Anlagen zur Energiegewinnung aus erneuerbaren Energien beteiligen können. Fr. Politzka stellt in ihrem Vortrag die politischen Hintergründe wie auch die Motivation und Ziele vor, die zur Gründung dieses Genossenschaftsmodells geführt haben.
WELT: Windenergie Landkreis Tirschenreuth GmbH & Co. KG - Interkommunales Modell mit Bürgerbeteiligung, Fr. Hehenberger-Risse, KEWOG Energie und Dienste GmbH
[DE] Die Bayerische Staatsregierung verfolgt bis zum Jahr 2021 das Ziel, den Anteil des durch Windenergie erzeugten Stroms am Gesamtstromverbrauch von derzeit ca. 0,6 % auf 6 bis 10% zu vervielfachen. Zur Verwirklichung dieses Ziels ist die Errichtung von mindestens 1.500 Windenergieanlagen in Bayern erforderlich. Ein wichtiges Instrument zur Sicherstellung der erforderlichen Akzeptanz dieses Windenergieausbaus ist die Planung, Errichtung und der Betrieb der neuen Anlagen über kommunale Organisationsformen, die sowohl eine Kooperation zwischen beteiligten Kommunen als auch eine angemessene Bürgerbeteiligung ermöglichen. [EN] On 8 March 2011, the European Commission set out its vision of how the EU can meet its objective of cutting greenhouse gas emissions by 80-95% by the middle of this century in the communication, "A roadmap for moving to a low-carbon economy in 2050". The Roadmap shows how key economic sectors can cut most of their emissions over the coming decades by increasing investments in clean technologies and energy efficiency measures. On the same day, The European Commission presented the Energy Efficiency Plan, which elaborated further on energy efficiency measures.

Organizatorem spotkania była Warmińsko-Mazurska Agencja Energetyczna Sp. z o.o. Finansowo przedsięwzięcie to zostało wsparte dotacją z Wojewódzkiego Funduszu Ochrony Środowiska i Gospodarki Wodnej w Olsztynie. Uczestnikami projektu byli rolnicy zainteresowani inwestycjami w OZE.

Biogazownia w Boleszynie

The first agricultural biogas plant in the Warmia-Masuria Region (Boleszyn) started production in 2012. The biogas plant with a capacity of 1.2 MW will supply public buildings and the inhabitants of Boleszyn with thermal energy and electrical energy, which will be resold to energy networks. Substrates for biogas production will be corn silage, slurry from pig farms, as well as seasonally waste from the distillery and whey.

On the renovated buildings of Housing Community in Orneta were installed solar panels which are used for heating domestic hot water. In this way safe and beautiful housing was created for local inhabitants.

The main target over EU is to reach the 20 % RES by 2020 and here is different target for each member state. This has a base in Action Plans, Lisbon Strategy and its successor Europe 2020 strategy for jobs and growth, will be a base for regional development and has of course an impact on RES in your region. There is a strong drive for RES but today even more for EE, Energy efficiency and this you can find some more info in different directives and it´s national laws and agreements. I would say that for each region the national and regional targets have the biggest impact.
- European Directives like 2008/0016 COD about promotion of use of RES
- 2001/31/EU about energy performance in buildings also include RES
- KOM (2007) 817 about vehicles
- COM 2004/8/EG about CHP
- 2009/28/ EG about national targets has replaced 2010/77/EU, directive about RESe with national target
- Also there is a strategy for biofuels
All European countries had to June 2010 to deliver an action plan for RES and what is done in each country. Some of the countries has nevertheless so far given this report and is now asked to this before end of 2010. These reports will then be evaluated by the commission and be a base for future work. I suggest that part of these reports shall be studied in each country of partnership in ENNEREG.
Action Plan for Energy Efficiency: Realising the Potential - COM(2006)545 final
This Action Plan outlines a framework of policies and measures aiming to intensify the process of realising the over 20% estimated savings potential in EU annual primary energy consumption by 2020. The Plan lists a range of cost-effective measures, proposing priority actions to be initiated immediately, and others to be initiated gradually over the Plan's six-year period. Further action will subsequently be required to reach the full potential by 2020.

Conclusions [EN] In June 2012, in the framework of the European project Energy for Mayors, the Union of the Bulgarian Black Sea Local Authorities (UBBSLA) and the Municipality of Nessebar - in cooperation with the Union of Sunny Beach Hotel Owners – organised a “tourism business meeting“. Here the framework of the municipal energy strategy and opportunities for improving energy-efficient systems were presented.
Joint action in the Province of Genova

A multi-municipal integrated SEAP was approved by the local councils in June 2012, with implementation to start soon. This includes actions that they would not have been able to deal with on their own. Other notable examples of joint actions led by the Province through the Energy for Mayors project are also described.

In this article in the Autumn 2012 issue of Sustainable Energy Communities NEWS, ADENE presents a synthesis of the work elaborated under the Intelligent Energy - Europe (IEE) project come2CoM in partnership with the local energy agency, AREAL and the consultant company, IRRADIARE. The work of this working group enabled the development of the Sustainable Energy Action Plan (SEAP) of the city of Faro. This action plan, foresees measures to reduce carbon dioxide emissions in the different sectors of activity. Thus, it predicts with the implementation of the measures set up, that Faro could reach a carbon dioxide reduction of 20% by 2020.

Publication [EN] This publication (2008) from the European Commission covers 16 projects on carbon efficiency labelling, local supply chain networks and conversion strategies supported under the renewable energy actions of the IEE programme. the EU is supporting alternative fuels, in particular biofuels, with the triple objective of reducing greenhouse gas emissions, diversifying fuel supply and developing longterm replacements for fossil fuels. Boosting biofuel production is also expected to create job opportunities in rural areas.

Program för ett fossilbränslesnålt Olofström (Uppdaterat okt 2006)
SEAP Document [SV] Olofströms kommun tillsatte år 2000 en Energigrupp, bestående av kommunala tjänstemän, representanter för kommunens bolag, energirådgivare samt representanter för näringslivet i Olofström. Energigruppen fick till uppdrag att ta fram ett program med målet att så stor del som möjligt av energin som används i kommunen ska komma från förnybara energikällor. Arbetet resulterade i Program för ett fossilbränslesnålt Olofström, som fastställdes av kommunfullmäktige den 11 juni 2001. Programmet innehåller, förutom målsättning, en handlingsplan och en beskrivning av uppnådda resultat. Programmet ligger till grund för alla insatser inom energiområdet som vidtas i kommunen.

Report on Findings for Community Renewable Energy in Wales from the Community Renewable Energy Event and Exhibition WORKSHOP 8th December 2010
Conclusions [EN] This report summarises the feedback from participants at a workshop during the Community Renewable Energy Event and Exhibition. The event aimed to provide advice and ideas to community groups who would like to generate renewable energy for community income or take action against climate change within their communities - but don’t know where to start. The workshop provided plenty of information and also opportunities for networking, interactive sessions and feedback.
