Linking regional and local actions for SEAPs

This document formulates some recommendations of articulation between regional and local actions on energy and climate.

RAEE, as partner of the ENNEREG, has contributed to the elaboration of the SRCAE in Rhonalp region. This contribution has been done by taking part to all meeting of preparatory working groups, workshops, and testing the developed scenarios of energy consumption and GHG emissions in the framework of the OREGES (Regional Energy and GHG observatory) activites. Reporting on these activities is a bit difficult, since RAEE was not the developer of the SRCAE and ENNEREG logo could not be used for each meeting. The draft SRCAE is however given in appendices.

Since a main challenge for the implementation of the regional is the coherence and coordination of energy and climate actions conducted on the first side by the regional council and on the second side by all local authorities, the present report gives some recommendations on this point.

Many local authorities in Rhonalp are committed in energy reduction and climate protection issues, through local Sustainable Energy Action Plans. These local SEAPs have the global objectives than the regional SEAP : developing renewable energy, reducing final and primary energy consumption, finding ways to adapt to climate change, etc… Similar actions can thus be done, such as developing wood energy for instance. Biomass resources are however not unlimited. This first example shows than local and regional actions on energy and climate have to consistent.

In the framework of the ENNEREG project, RAEE conducted a study to formulate recommendations on the link to be done between regional and local actions. This work has been done thanks to the analysis of needs formulated by local authorities themselves.

The present document formulates some recommendations to local and regional stakeholders in Rhonalp and focus more precisely on two main issues in Rhonalp : wood energy and energy efficiency in public buildings.
