Development of ENNEREG Regional Sustainable Energy Action Plans
This document includes an evaluation of the achievements of the activities carried out in the ENNEREG partner’s regions related to the development of Sustainable Energy Action Plans (SEAP) and promoting sustainable energy since the beginning of the project. The document shows the added value of the ENNEREG project in the 12 participating regions, which not only have very different characteristics with respect to their size and their social features and the use of energy, but they also have had different starting points for this process.

The ENNEREG Project has produced a number of reports based on input from the 12 Pioneer ENNEREG Regions providing supporting material for the ENNEREG Inspiration Guide for regional decision-makers. The Inspiration Guide, along with supporting documents including Good Practice Case Studies, Regional SEAPs, Financing and many other resources, can be found on the Regions 202020 website at: www.regions202020.eu/inspiration
A key object of the ENNEREG project has been to share the experience of the 12 Pioneer ENNEREG Regions in developing and implementing their regional Sustainable Energy Action Plans (SEAPs) in order to inspire other regions throughout Europe to become Sustainable Energy regions and develop their own SEAPs.
To this end, an evaluation has been carried out of the achievements and activities in the ENNEREG partner’s regions related to the development of Sustainable Energy Action Plans (SEAP) and promotion of sustainable energy since the beginning of the project. The publication Development of ENNEREG Regional Sustainable Energy Action Plans describes the added value of the ENNEREG project in the 12 participating regions, which not only have very different characteristics with respect to their size and their social features and the use of energy, but they also have had different starting points for this process.
One of the main objectives of the ENNEREG project has been to make a coordinated approach in defining visions and goals in the partner regions. As described in the sections above, the project has provided general guidelines and ideas about how to approach the promotion of sustainable energy at a regional level. However, each participant has adapted the methodology to their own ideas best fitting its regional characteristics, local policy context, regional resources and the interest of stakeholders.
In order to define the Sustainable Energy Action Plan in each participating region, a key element of the work has been for the project partners to act as facilitators, motivating the local stakeholders to take part in joint activities. The publication also collects a summary of the networking activities carried out in the region to help develop the respective SEAP and to implement it.
One key element for the promotion of sustainable energy at a regional level are the municipalities, for their influence in relevant aspects that have a key influence in energy consumption. For this reason, promoting the Covenant of Mayors in the respective regions has also been one of the aims of this action, so activities regarding this issue are also summarised in the document.
Specifically, for each of the four regions, the publication summarises:
- 1. Governance and Energy in the region
- 1.1 Governance in the Region
- 1.2 Energy in the Region
- 1.3 Financial support for sustainable energy
- 2. Networking activities and Covenant of Mayors
- 2.1 Covenant of Mayors in the region
- 2.2 Networking activities
- 2.3 Main findings and outputs from the networking activities
- 3. Sustainable Energy Action Plan
- 3.1 SEAP Status and development
- 3.2 Added Value of the ENNEREG Action
