New Energy Efficiency Directive (EED) - Concrete measures to fill an urgent need

This presentation by Mr. Patrick Biard, Rhônalpénergie-Environnement was made during the ENNEREG Regions 202020 Workshop: Energy Efficiency in European Regions on 8 November 2012.

Through FEDARENE, Mr. Patrick Biard was involved as an expert to the rapporteur of the Committee of the Regions on the Opinion about the new European Directive on Energy Efficiency.

At EU level, achieving the energy conservation target is still a major challenge (-20% of primary energy by 2020 compared to 1990). It is officially recognized by the EC that the EU will achieve only HALF of its objective and there is an urgent need for additional efforts. As a consequence, a new proposal for an EU Directive was submitted mid-2011 and after months of discussions and negotiations between Member States and EU organizations, the Directive was finally voted in October of 2012.

In the presentation, Mr Biard provides an update on:

  • The energy conservation challenges at EU level and drivers for a new Directive
  • The sectors addressed by the Directive

For each sector, the actual situation, new requirements of the Directive and potential limits are presented.

As a conclusion:

  • Out of the 3 European objectives related with climate change and sustainable energy, the energy conservation one will most probably not be achieved and requires additional efforts.
  • The new Energy Efficiency (EE) Directive is a major step forward and is the first directive addressing energy efficiency measures within a large range of sectors (transport and distribution of energy, public sector, consumers, industry, services).
  • Although the Directive is a landmark legislative decision, it however still lacks ambitious and concrete measures in some areas:
  •  
    • National binding objectives
    • Energy efficiency measures in mobility
    • Cogeneration
    • Public building sector at regional and local levels
