This presentation by Natalia Díaz de Arcaya, EVE, Basque Region, Spain was made during the ENNEREG Regions 202020 Workshop: Energy Efficiency in European Regions on 8 November 2012.

Basque Smart Cities, Basque Country and Basque companies have the opportunity to create the change: being smart using energy more efficiently and prepared for growth through well-planned energy planning at regional and local level. In this presentation, Ms Díaz de Arcaya describes:

2. BASQUE SMART CITIES THROUGH ENERGY PLANNING

  • The Basque Energy Agency and its role in the development and implementation of local and regional Sustainable Energy Action Plans (SEAPs)
  • Context: EVE´s Mission
  • Energy Planning through Basque Energy Agency
  • REGIONAL LEVEL: Energy Strategy for the Basque Country 2020 - Ambitious energy targets set for the period 2011-2020
  • Efficiency
    • Energy savings: 1,050,000 toe per year in 2020
    • Cut in demand: 17% (compared to BAU)
    • Improvement of energy intensity: 22%
  • Oil
    • Reduction in consumption: 9% (compared to 2010)
    • Alternative energy sources in transport: 15%
    • 2020: 37,000 electric vehicles
  • Renewables
    • Use: 905,000 toe (488,000 toe in 2010)
    • Share: from 8% to 14-17% (of final consumption)
    • Increase the use of renewable energy sources by 87% 
  • Supply
    • Natural gas: consolidate infrastructures and market, and assess the potential of unconventional gas
    • Electricity networks: automation and integration
    • CHP Electricity supply: from 12% to 22%
  • Technological development
    • Promote 8 priority areas of R&D+I: Electricity key vector
    • Increase spending on energy R&D by 60% to €300 million in 2015.
