Representatives from cities leading on sustainable energy actions gathered together in Brussels on Monday 18 March, at a European Commission forum organised by ManagEnergy. The event marked the commitment of 189 communities in going beyond the EU’s 2020 climate and energy targets. The cumulative results of the sustainable energy action plans are projected to be 2475080 MWh per annum of RES production and 5327473 MWh per annum of primary energy savings.

Regions 202020 Workshop and Technical Visits

The Regions 202020 Workshop and Technical Visits, organised by EVE and Fedarene on 8-9 November 2012, was open to ENNEREG partners, Fedarene partners and selected invited participants. The Workshop on Thursday 8 November 2012 was a good opportunity to discuss interesting issues related to the management of energy efficiency at a regional level, and to share ENNEREG partner’s experience and good practices. The Workshop was followed on the morning of Friday 9 November by two technical visits, both in Zamudio, 10 km from Bilbao. Presentations are now available on the events page of the Regions 202020 website.

Transfer of knowledge in the field of sustainable use of energy

The morning session of the ENNEREG International Conference in Poznan, Poland presented the ENNEREG Project and Regions 202020 Network as well as the Regional SEAPs for Wielkopolska and Pomerania, as well as Regions 202020 Good Practice case studies and Sustainable Energy Projects (SEPs) at the regional and inter-regional levels from the ENNEREG Pioneer regions. After lunch, a number of experience exchange workshops were organised on relevant topics. The event was followed by a Replication Workshop on 23 May 2012 oriented towards other Polish regions, addressing monitoring aspects of the regional SEAP.

The Triangle Region

The Triangle Region is organized as an association of six municipalities: Billund, Fredericia, Kolding, Middelfart, Vejen and Vejle. The Triangle Region has initiated an overall coordination of relevant climate initiatives in the municipalities to reduce energy consumption and environmental impacts in the Triangle Region.
There are currently no long-term strategic goals in the region. These are to be develop through ENNEREG and other projects. The Triangle Region has initiated an overall coordination of relevant climate initiatives in the municipalities to reduce energy consumption and environmental impacts in the Triangle Region.
The Triangle Region has only worked with these initiatives since 2008. This new cooperation is still under development and it is hoped that the ENNEREG project provide further inspiration on climate initiatives and cooperation.
The main goals of the Triangle Region are:
- CO2 emissions reduced by more than 20% by 2020
- use of fossil fuels reduced by 15% by 2025
- proportion of renewable energy increased by at least 30% of energy consumption up to 2025
- saving initiatives increased to 1.25% annually in 2020
Triangle Region is located in the south east part of Jytland and west of the island Funen. It is a central region a short distance from Copenhagen (capital of Denmark) and Aarhus (the second largest city in Denmark), northern Denmark and the German border. It consists of the 6 municipalities, Billund, Fredericia, Kolding, Middelfart, Vejen and Vejle. Together (geographically), the municipalities forms a triangle, hence the name of the region. The region is characterized by both big cities with industries and many jobs and rural areas with a high concentration of animal and food production.
Kolding, Vejle and Fredericia are the biggest cities in the region where 42% of the inhabitants are located. The main concentration of jobs, education possibilities, culture and trade is also located in these cities.
The region has the third largest growth rate in Denmark after Copenhagen and Aarhus. Together with Aarhus and other cities on the eastcoast of Jytland, the Triangle Region forms a growth center of Denmark which will be the center of growth in Denmark, together with Copenhagen and the cities around capital.
Commercially, the region is characterized as an industrial and agriculture region. In the last couple of years (2009/10), the region has had more focus on innovation and development of new technologies, which has begun to switch the region to more innovative industries, with Lego as the most visible.
In the region, there is also a concentration of energy companies. The two largest energy companies operating in Denmark are located here; also Energinet.dk (which owns the transmission net for gas and electricity in Denmark) is located in the region.
Politically, the Triangle Region Denmark is formed as a voluntary association of the municipalities. The region itself does not have any authority. Nevertheless the region has made a common plan for development of the region, where the Triangle Region Denmark assists this development.
The Danish energy infrastructure is based on free competition, except from the distribution system. This means that pipelines for oil and gas and the infrastructure for electricity is owned by the state through Energinet.dk. Energinet.dk is responsible for providing the transmission of energy and the integration of wind energy into the Danish energy system.
In general, electricity production in Denmark is characterized with a few central power plants, a number of decentralized combined heat and power plants (CHP) and windtubines. The local supply companies buys electricity from the producers and sells it to the consumers. This is also the case in the Triangle Region.
The heat production is for 60% distributed by district heat systems (60.000 km pipelines), the rest is individual heat systems (oil and gas burners and renewables). The district heat mainly comes from CHP or heat plants. The production in Denmark is renewables (46,2%), natural gas (27,8%), coal (22%) and oil (3,8%).
In the Triangle Region, heat is mainly destributed by the transmission company, TVIS (Triangle heat transmission company I/S). They deliver heat to 55.000 households in the region through 80 km main pipelines. The heat comes from surplus heat from a local powerplant, a Shell refinery, industries and a waste incineration plant.
The heat is sold to the consumer through 8 local district heat companies.
Triangle Area will contribute to:
- use of fossil fuels reduced by 15% by 2025
- proportion of renewable energy increased at least 30% of energy consumption up to 2025
- saving initiatives increased to 1.25% annually in 2020
- promotion projects to develop and promote sustainable energy
Triangle Region will focus on the consequences of climate change and integrate climate adaptation into future planning and administration.
Planned activities:
- Focus on CO2 emissions for renovation for existing buildings
- Planning for establishment of wind turbines, which can help to cover 30% of the energy consumption in 2020
- Cooperate on the project “Energy step” (www.energystep.dk), that is developing local energy systems for future business potential
- Promote the use of biomass for energy production
Goals:
- CO2 emissions reduced by more than 20% by 2020
- use of fossil fuels reduced by 15% by 2025
- proportion of renewable energy increased by at least 30% of energy consumption up to 2025
- saving initiatives increased to 1.25% annually in 2020
For the region as a whole, the Triangle Region Denmark is a member of the Covenant of Mayors, through which it has developed a Sustainable Energy Action Plan (SEAP). This regional SEAP is based on the SEAPs of the individual municipalities. The actions are therefore mainly concentrated in the municipalities, except for a few crossborder actions such as promotion of the use of biomass in energy production (biogas from animal manure and waste) and planning for establishment of wind turbines. Crossborder action will be developed when appropriate.
Each municipality in the Triangle Region has its own, or is developing its own, SEAP.

Climate Plan, Energy Kolding (Klimaplanen, Energi Kolding)
[DA] Kolding, a municipality in the Triangle Region, has long been one of Denmark's leading environmental, energy and climate communities. Kolding's designation as an EcoCity commits Kolding Municipality to continue making a strong effort on climate and energy. The city must also work hard to convey the many experiences to inspire other municipalities. The Climate Plan web page contains, in Danish, the Climate Change Strategy, Success Stories and other information to inspire and aid other municipalittes and regions in developing their own Sustainable Energy Action Plans.

Implementation of Sustainable Energy Projects in the ENNEREG Pioneer Regions

During the project, the ENNEREG partners have worked in the development of sustainable energy action plans (SEAP) in their represented regions and in the promotion of sustainable energy projects (SEP). The objective of this document is to present how they intend to continue their efforts after the end of the project, developing the activities planned in the regional SEAP and ensuring the attraction of the necessary resources to promote sustainable energy projects.
Some of the SEAPs defined with the support of the project have been approved by the respective administrations and others still need to be matured to be accepted at the regional level and to be implemented. Thus, the situation is not the same in every region, and the approach to work in sustainable energy is not the same either. This document summarizes the common as well as the specific aspects about how the regions expect to organize and carry on the work on sustainable energy in the next future.

The regional and local authorities committed to reduce carbon dioxide emissions have numerous sources of financing to develop their sustainable energy action plans (SEAPs) and finance the sustainable energy projects (SEPs) defined in them, including local and regional authorities own resources, municipal, regional and national subsidies or public-private partnerships.
The objective of this document is to present in a general way the possibilities of financing for SEAPs and SEPs at a regional level, and to summarize the financing tools available at national and regional level for the 12 regions participating in the ENNEREG Project.
Formel M, Triangle Region Denmark - ENNEREG Good Practice in Transport

Formel M is a national project between 6 municipalities and a number of different national knowledge agencies in Denmark. It is aiming at reducing the carbon footprint from transportation, mainly individually transportation, in the capital and other parts of Denmark. It will use new technology and new ways to reduce the footprint. It will also create a new forum for new corporations and strategic partnerships.
The project is circled around 17 demonstration projects, which is divided into 4 groups: Transport plans in local networks, Transport policies for units, mobility assessments for new areas and finally local mobility solutions.
The Triangle Region Denmark is represented together with to municipalities from the region.
ECSO Streetlight in municipality of Middelfart - ENNEREG Good Practice in Energy Services

The municipality of Middelfart has made the first EPC/ESCO contract on energy renovation, operation and maintenance on streetlight in Denmark. ESCO is a concept where, through a third party, renovation and modernization tasks are accomplished without financial risk for the municipality. The goal is to save more than 30 mill dkr. (approx. 4 mill euros), save energy and to give the public better streetlight.
The ESCO contract runs for 15 years.
CIDEA, Citizen Driven Environmental Action - ENNEREG Good Practices in Intelligent Energy Education

CIDEA is a project that focuses on how citizens get there information and how they can be motivated to behave more climate friendly and thereby lower their CO2 footprint. The project also aims at developing new tools for municipalities to use in their efforts to influence citizens to at more climate friendly behavior.
It is a research project led by University of Copenhagen where both the municipalities of Middelfart and Kolding are participating.
Green Business Growth - ENNEREG Good Practice in IE Education
[EN] A project called Grøn Erhvervsvækst (Green Business Growth) has developed an education concept named “Energi renovering for håndværksvirksomheder” (Energy Renovation for small construction companies), targeting owners and leaders in SME’s within construction industries. The goal is to increase the energy saving competencies among the employees and be able to implement it in private houses.
Biogas model, Triangle Region, Denmark - ENNEREG Good Practice in Renewable Energy Sources
[EN] The Triangle Region has developed a model that calculates the potential for a biogas production in the 6 municipalities in the Triangle Region. The biogas potential in model is based on known quantities slurry from animal production and other biomasses available in the region. The model calculates 4 different scenarios with different input and different geographic solutions.
ESCO in Sports Centres, Triangle Region, Denmark - ENNEREG Good practice in Energy services and Financing
[EN] The Triangle Region Denmark is working on an ESCO project on sports centers in the region with focus on energy renovation and integration of renewables. 33 sports centers from 4 municipalities are included in the project. The project is divided into 3 subprojects, 1 for the municipality of Vejle, 1 for the municipalities of Middelfart, Kolding and Fredericia and finally 1 regarding integration of renewables.
Carpooling in rural areas, Triangle Region Denmark - ENNEREG Good practice in cooperation in transportation
[EN]
The Triangle Region Denmark is implementing a carpooling solution in rural areas based on experiences and knowledge transfer from Vaxjö in Sweden. The carpooling solution was developed in a small village in Vaxjö with 500 inhabitants. The project was developed due to a family’s consideration of buying a second car. The carpooling is circled around a software solution that enables the users to see departure and arrival times for different trips, that is preprogrammed. Unlike other carpooling systems, this is a closed system where everybody knows each other and it gives the users peace of mind.
The carpooling solution is used by commuters, youngsters, and other people who need transport. The solution saves money, the users gets increased mobility, better social relations and at the same time there are less cars and lower carbon dioxide emissions.
ESCO in the Municipality of Middelfart Triangle Region, Denmark - ENNEREG Good Practice in Energy Services
[EN]
Money can be saved by implementing energy saving activities in public and private buildings. The municipality of Middelfart has used the ESCO model to make energy savings in approximately 100 public buildings. ESCO is a concept where, through a third party, renovation and modernization tasks are accomplished without financial risk for the municipality.
Results in the Middelfart project have showed savings up to 24 % of the total energy use, which is more than the guaranteed savings from the ESCO company.
Charging points for electric cars Triangle Region, Denmark - ENNEREG Good Practice in Sustainable Transport and Mobility Management
[EN] To promote the use of electric car and to convince people that it is possible to charge the car in public places, the Triangle Region and the local utility company, TRE-FOR has developed and implemented an infrastructure for electric cars in the Triangle Region. Furthermore, the utility company has provided a number of electric cars to the municipalities in the Triangle Region, to build up experience in using electric cars in daily operations.

The report covers the period from May 2010 to April 2011 (first twelve months of ENNEREG`s project time). The report comprises a description of SEP measures in each region, especially with respect to Performance Indicators, which were defined with the start of the ENNEREG project.

City of Velje/Triangle Region Denmark – Smart Cities and Communities
Conclusions [EN] The event aimed to highlight the challenges facing the Triangle Region as a consequence of globalisation and urbanisation. The scope of the event was to explore how the concept of «Smart Cities and Communities» can be applied both in an urban and rural context and to discuss ways to secure sustainable and meaningful lives for the inhabitants.

Conclusions [EN] Sustainable and integrated development of European cities is an essential part of the EUROPE 2020 strategy.
