Lithuanian Energy Institute (LEI), together with invited speakers, arranged the seminar “Production of Biofuel from Agriculture and Energy Plants for Development of Renewable Energy” (Seminaras „Biokuro gamyba iš žemės ūkio ir energetinių augalų atsinaujinančios energetikos plėtrai“) under ENNEREG activities on September 29. The role of agriculture in development of RES development is emphasized as very important in Lithuania as well as in Kaunas Region, since the use of forestry resources are limited and not always feasible. On the other hand products from agriculture can be widely used in district heating which plays the main role in development of RES measures for implementation of SEAP.

ManagEnergy Workshop: The Covenant of Mayors and SEAP Development
The Role of Municipalities in Implementing and Financing Sustainable Energy Policy

The workshop focused on energy planning and utilising ESCOs and Structural and Cohesion Funds for energy efficiency projects in the municipal building sector. It also provided an insight into the National Renewable Energy Action Plan (NREAP) and its implications. It included expert presentations and good practice examples, as well as interactive discussion sessions between the participants and speakers.

Roundtable discussion with the representatives of the municipalities of Kaunas Regions on sustainable energy activities which were implemented, are currently implemented and are planned for future in the municipalities. The draft Sustainable Energy Action Plan for Kaunas Region was also presented by LEI group.

Geographical location: Kaunas County is situated in the center of Lithuania and is the only one of 10 regions that has no external national boarder.
Climate: Climate is transitional, between maritime and continental; wet, moderate winters and summers. Terrain is mainly lowland, many rivers, forests, scattered small lakes, fertile soil.
Economy: The region creates 21487 mill. LTL (19,3 % of total) GDP in Lithuania (2nd of 10 regions) with 31968 LTL nominal GDP per capita (year 2008). Such multinationals as Kraft Jacobs Suchard, Marzotto Group, Carlo Gavazzi, and Kitron have invested in Kaunas Region. Kaunas region attracted over 3823 million LTL of foreign direct investment (01-01-2008, Source: Dept. of Statistics) which is almost 5737 LTL of FDI per capita.
Policy: There are 2 city and 6 regional municipalities in the Region. The main authority is Kaunas Region Development Council, who have adopted Kaunas Region development plan till 2020. Municipalities are governed by Municipal Councils, which assign the Mayor and the Administration.
Culture: Kaunas Region is also one of main cultural centers. Cultural heritage includes a big number of architectural-historic buildings. There are over 100 museums, libraries, professional and folk theatres, the circus, jazz, big-band and folk groups. Various festivals – international classic music, carillon, operetta, jazz, traditional and non-traditional folk, sacral, theatres, photos and cinema – take place in the region. There are many museums, including open air ethnographic village, museum of famous Lithuanian painter and composer M.K.Čiurlionis, devils museum, etc.
There is no specific emphasis on energy activities in regional and municipal development plans in Kaunas Region, although the energy sector is among the most important in public governing system, as energy expenses takes a significant share of costs in public sector and households. Currently only Kaunas City Municipality is the member of the Covenant of Mayors and has elaborated a Sustainable Energy Action Plan.
The main energy goals for year 2020 are:
- RES share in final consumption - 30%
- RES in transport – 10%
- Electricity generation using RES – 40%
- Heating and cooling using RES – 34%
- Energy savings – 11%
- Reduction of CO2 emissions – +8% since 2010.
The goals are to be reached via:
- renovation of public and residential buildings;
- modernization of energy generating capacities;
- conversion of boiler-houses and power plants to RES and;
- building of new plant burning municipal waste;
- renovation of district heating supply systems;
- renovation of public transport;
- bicycle paths, etc.
Currently, the Sustainable Energy Action Plan (SEAP) for Kaunas Region is being developed under the ENNEREG project by the project team of Lithuanian Energy Institute (LEI).
A SEAP has been developed for Kaunas City Municipality under the requirements of the Covenant of Mayors, as Kaunas City is the member. It was elaborated in June 2010 by consulting company ÅF-Enprima for the order of the Municipality of Kaunas City.

Birštonas - Ecotown, Kaunas, Lithuania - ENNEREG Good Practice in Energy Efficient Buildings and Renewables
[EN] Birštonas – the smallest Municipality of Kaunas region - participated in the ECO-Life project (Sustainable zero carbon ECO-town developments improving quality of life across EU) under CONCERTO initiative in FP7. The large number of demonstration activities is based on both the demand side (demonstration of ECO-buildings and rational use of energy) and the production side (demonstration of various renewable energy technologies). All demonstration projects are defined in a "Whole Community Approach".
Kaunas City Christmas Trees - ENNEREG Good Practice in Intelligent Energy Education
[EN] The Kaunas City Christmas Tree can be considered as a very nice educational project on energy efficiency and environmental issues. The main objective of the project was the erection of a Christmas Tree composed of a combination of recycled waste material (e.g. plastic bottles) and innovative technologies (e.g. LED lighting). It was a highly discussed project receiving wide public attention. The tree was elected as the most beautiful Christmas tree in Lithuanian towns. A second environmentally-friendly Christmas Tree in Kaunas City was decorated by students.
Innovative Sustainable Construction: Together for the low-energy city with a high quality of life
[EN] The Sustainable Energy Systems in Advanced Cities (SESAC) project ran from 2006 to 2011 under the Concerto programme of the Sixth Framework Programme (FP6). The cities illustrated many different innovative energy measures in both new buildings and in renovating existing stock, with energy in districts another key area addressed. Delft (The Netherlands), Grenoble (France) and Växjö (Sweden) carried out multiple demonstration projects together with local partners.

ENNEREG Regional network establishment and approach for SEAP development - Summary document
Publication [EN] This document has been drafted based on the information provided by the regional partners of the ENNEREG project, at an early stage of the development of the ENNEREG foreseen activities and describes the activities that are planned in each region for the SEAP development. Jų atsiradimą ir atsinaujinimą nulemia gamtos vyksmai: saulés energija, véjo energija, geoterminé energija, hidroenergija, biomasés energija. Beveik visų atsinaujinančių išteklių pradinis šaltinis yra saulés energija.

ENNEREG aims to establish and inspire a network of regions throughout Europe – Regions 202020 - to produce regional Sustainable Energy Action Plans (SEAPs) and Implement Sustainable Energy Projects (SEPs).
