ManagEnergy is a technical support initiative of the Intelligent Energy - Europe (IEE) programme of the European Commission which aims to assist actors from the public sector and their advisers working on energy efficiency and renewable energy at the local and regional level. More specifically, the initiative is targeted at:

• Local and regional energy agencies
• Local and regional public authority energy specialists
• Urban planners and elected officials (municipal, provincial and regional), especially signatories to the Covenant of Mayors (www.eumayors.eu).
• Other local and regional organizations with a public mission that are working on sustainable energy

The ManagEnergy initiative includes:

• The ManagEnergy website, which offers databases on case studies and good practices as well as a directory of energy agencies
• Information on relevant European policy and legislation
• Electronic newsletters
• Capacity building workshops
• Other networking facilities, such as online events, an Annual Conference and awards

The website includes a partner search system containing some 4000 organisations, including almost 475 energy agencies, which can provide valuable expertise and partnerships on energy initiatives at local and regional levels.

The Education Corner section (www.learn-energy.net) provides educational resources for children (under 11), young adults (12-16) and their teachers in 27 languages. This section includes the new ManagEnergy Database of Energy Education Resources, encompassing vocational training in the Sustainable Energy field (available in 2011).

• ManagEnergy Workshop
  Stimulating SEAP development in Wielkopolska Region
  17-18 October 2012, Poznan, Wielkopolska Region, Poland

  The scope of the workshop was to build capacities of authorities and related stakeholders in the Wielkopolska Region to design and implement sustainable energy actions. It was organised in joint cooperation of the regional authority in the Marshal Office UMWW, the regional energy agency WAZE and EC Network and took place in Poznan, 17-18 October 2012.

  Eight municipalities in Wielkopolska (municipalities of: Golina, Szamotuly, Czarnkow, Lubasz, Krotoszyn, Kalisz, Przykona, Poznan), one representative of the regional authority UMWW, four representatives of the regional energy agency WAZE and around 10 other stakeholders (consultants, researchers or from the financial sector) participated the workshop.

• ManagEnergy Capacity Building Workshop:
  SEAP Development in Western Denmark
  19 September 2012, Horsens, Denmark

  In Denmark, progress on the Covenant of Mayors initiative has taken place mostly in the region of Zealand in the eastern part of the country. This ManagEnergy workshop targeted municipalities in the west of Denmark - Jutland and Funen. 

  The goal was to help enable these municipalities to take the appropriate steps toward Sustainable Energy Action Plans, while exploring how this process can best be supported at the regional level through cross-municipal experience exchange and the organisation of joint sustainable energy projects.

• Sustainable energy investments in cities and regions
  ManagEnergy Annual Conference

  The ManagEnergy Annual Conference, traditionally among the most popular events of the EUSEW, is aimed at a broad spectrum of energy actors, from local and regional authorities, to energy agencies, policy makers, regional representatives, energy consultants and anyone interested in energy efficiency and renewable energy actions in local communities! Now in its twelfth year, the conference will host an impressive range of speakers from EU institutions, as well as from public authorities and energy agencies across Europe. This year’s conference will focus on sustainable energy investments.

• Smart financing & technical support for sustainable energy actions in Greece

  The workshop in Athens focused on smart financing mechanisms for supporting sustainable energy actions at the local and regional level. In the context of the current economic crisis, local and regional energy actors explored the possibilities of developing their projects with the participation of citizens as well as the private sector.

  This ManagEnergy workshop focuses on energy planning, the development and financing of Sustainable Energy Action Plans (SEAPs) in Estonia and particularly addresses the benefits of Sustainable Energy (SE) Planning and highlights the best methodologies and practices from within Estonia and from other European countries.

• ManagEnergy Workshop Paris, France
  Quantification and reporting on energy & climate on a territory: Focus on the cadastral method
  6 October 2011, Paris, France

  France counts 127 Covenant of Mayors signatories. The workshop targeted cities, energy agencies and other interested stakeholders who lack information on energy quantification and reporting obligations required within the Covenant Sustainable Energy Action Plan. Experts from the European Joint Research Centre and national stakeholders forged links between national schemes, initiatives and existing tools and those offered by the Covenant of Mayors

• ManagEnergy Workshop: The Covenant of Mayors and SEAP Development
  The Role of Municipalities in Implementing and Financing Sustainable Energy Policy
  15 September 2011, Kaunas, Lithuania

  The workshop focused on energy planning and utilising ESCOs and Structural and Cohesion Funds for energy efficiency projects in the municipal building sector. It also provided an insight into the National Renewable Energy Action Plan (NREAP) and its implications. It included expert presentations and good practice examples, as well as interactive discussion sessions between the participants and speakers.

  Pilot Models of Sustainable Energy Action Implementation Schemes
  7-8 July 2011, Rome, Italy

  The focus of the workshop is to increase the capacity of municipalities to implement SEAP actions and their awareness and knowledge about different financing resources. The workshop will include a mix of technical and financial issues.

  Energy Management, Structural Funds and ESCO Utilisation in the Municipal Building Sector
  21 June 2011, Maribor, Slovenia

  With support of Energy Agency of Podravje (EnergaP) - Kindly hosted by the City of Maribor. The workshop's aim was to build the capacity of the participants in: Energy planning including the preparation of both Covenant of Mayors (CoM) SEAPs and national energy concepts; Energy monitoring and book-keeping training; Provision of guidance and training on working with ESCOs and utilising Structural and Cohesion Funds for energy efficiency projects.

  The workshop focused on Polish cities that are already convinced of the benefits of local sustainable energy policies and those that signed up to the Covenant of Mayors initiative.   Some 35 participants, primarily from municipalities across the country and local and regional energy agencies, attended to hear a variety of presentations from local and international experts. The workshop was kindly hosted by the City of Zagreb.

  22 March 2011, Budapest, Hungary

  46 participants - including representatives from 27 municipalities - attended the fruitful one day workshop. The workshop was conducted in both Hungarian and English, with simultaneous translations.

• NREAP at Work
  Implementing local and regional energy actions for achieving the EU RES Directive
  24 February 2011 , Gdańsk, Poland

  The objective of this workshop has been to raise awareness of the targets and strategies set in the Polish National Renewable Energy Action Plan (NREAP) and improve the capacities of the workshop participants to implement the NREAP, in order to meet the 2020 targets.

  ManagEnergy held a capacity building workshop in Riga on 28 January 2011. Some 30 participants were present in addition to workshop speakers, with participants coming primarily from municipalities across the country, local and regional energy agencies and other local energy actors such as universities and NGOs. The workshop was kindly hosted by the Ministry of Environment, and organised with the support of ManagEnergy’s local partner Zemgale Regional Energy Agency (ZREA).

  In the times of financial crisis and municipal budget cuts, it is absolutely necessary for local authorities to manage public finances more efficiently, accelerate exchange of experiences in the field of energy efficiency and renewable energy sources among the cities and mobilise existing financial sources or implement innovative financial schemes. This workshop showed local authorities interested in local sustainable energy policies the clear opportunities and benefits the Covenant of Mayors initiative represents for them.
