The ISLE-PACT project is committed to developing Local Sustainable Energy Action Plans with the aim of meeting or exceeding the EU sustainability targets of 20/20/20 for the year 2020. Currently there are 12 participating groups of European Islands (over 60 islands) involved but the project would welcome cooperation with more as the ISLE-PACT process has been conceived to include all European Islands. The project is led by the Outer Hebrides of Scotland (Comhairle nan Eilean Siar - CnES) and is co-financed by the European Commission, Directorate General for Energy.
This ambitious new project started on 4 February 2010 with a kick-off meeting that took place in Brussels with the participation of island representatives and Commission officials. The islands will:
- Achieve an overall objective of more than 20% CO2 emissions reduction by 2020.
- Demonstrate their political commitment to EU sustainable energy objectives by signing a binding declaration, the Pact of Islands, undertaking to put programmes, actions and investments in place to help achieve the overall objective of the project.
- Produce a pipeline of priority bankable projects
- Propose a number of financing tools and mechanisms that will provide the financial resources needed by investors to implement the bankable projects.
- Increase the level of awareness in islands’ efforts to contribute in the fight against climate change.
The expectation is that the long term effects of the project to influence all European islands that are willing to adopt the methodologies, tools and mechanisms that will be developed during the life of this project. In other words we expect:
- A steady improvement of local economic conditions in the participating island communities through enhanced economic development, and a positive contribution in new jobs creation in innovative and highly technical sectors, retention of local population and improved investment conditions;
- A tangible contribution in EU sustainable energy and climate change policy targets and objectives and more specifically the achievement of the target of 20% CO2 reduction by 2020;
- A steady increase in the levels of awareness of island communities of the societal value of sustainable energy plans, green investments with the participation of local citizens and the modalities of supporting and financing sustainable energy projects.
The Pact of Islands is the instrument with which island authorities will enter into a political engagement in order to meet the objectives of the project. ISLE-PACT partners working together with the European Commission, energy experts and financial institutions will identify bankable projects that would help them secure financing in order to implement sustainable energy projects in their island regions. The project partners are:

DAFNI - Network of Aegean Islands for Sustainability
DAFNI is a voluntary scheme of island communities aiming to promote a sustainable future, through concerted action. Every member of the network is committed to achieving a number of concrete targets, which are subject to external certification. Currently, 37 island municipalities of the Aegean Sea are members of the network.

The conference presented the emergence of new opportunities and challenges presented to the islands from the new European institutional framework for climate change and the possibilities of using leveraged funds to support energy investments in the coming years.
