Representatives from cities leading on sustainable energy actions gathered together in Brussels on Monday 18 March, at a European Commission forum organised by ManagEnergy. The event marked the commitment of 189 communities in going beyond the EU’s 2020 climate and energy targets. The cumulative results of the sustainable energy action plans are projected to be 2475080 MWh per annum of RES production and 5327473 MWh per annum of primary energy savings.

The Regions 202020 Workshop and Technical Visits, organised by EVE and Fedarene on 8-9 November 2012, was open to ENNEREG partners, Fedarene partners and selected invited participants. The Workshop on Thursday 8 November 2012 was a good opportunity to discuss interesting issues related to the management of energy efficiency at a regional level, and to share ENNEREG partner’s experience and good practices. The Workshop was followed on the morning of Friday 9 November by two technical visits, both in Zamudio, 10 km from Bilbao. Presentations are now available on the events page of the Regions 202020 website.

The morning session of the ENNEREG International Conference in Poznan, Poland presented the ENNEREG Project and Regions 202020 Network as well as the Regional SEAPs for Wielkopolska and Pomerania, as well as Regions 202020 Good Practice case studies and Sustainable Energy Projects (SEPs) at the regional and inter-regional levels from the ENNEREG Pioneer regions. After lunch, a number of experience exchange workshops were organised on relevant topics. The event was followed by a Replication Workshop on 23 May 2012 oriented towards other Polish regions, addressing monitoring aspects of the regional SEAP.

W części pierwszej konferencji, przedstawiony zostanie projekt ENNEREG, sieć Regions 202020 a także „Regionalny Plan Działań na Rzecz Zrównoważonej Energii” (SEAPs) dla Województwa Wielkopolskiego i Pomorskiego. Zaprezentowane będą również przykłady Dobrych Praktyk - Regions 202020 oraz prowadzonych projektów i działań dotyczących zrównoważonej energii (SEPs) na poziomie regionalnym i lokalnym przez regiony pionierskie projektu ENNEREG. Na konferencji obecny będzie również Pan Krzysztof Gierulski, przedstawiciel Komisji Europejskiej DG ENNER, który wygłosi krótką prelekcję na temat polityki UE w odniesieniu do podmiotów na poziomie lokalnym i regionalnym. 

W części drugiej konferencji, zaraz po lunchu, zapraszamy na warsztaty dotyczące wymiany doświadczeń w pokrewnych konferencji tematach.

In cooperation with OTTI, ZREU is organising a one day workshop to inform about financing schemes of the European Union in the field of renewable energy resources and energy efficiency. About Industry

Did you know that...

At present, most markets and policy makers tend to focus on individual system components, such as motors or pumps, with an improvement potential of 2 – 5%, instead of optimizing systems. Equipment manufacturers have steadily improved the performance of individual system components, e.g. motors, boilers, pumps and compressors. However, for tapping the existing economic energy saving potential, which in most cross-sectional technologies exceed 30%, it is essential to analyze the production process as a whole and to follow an integrated and step-wise optimization of the production system.

Technological & Instrumental Solutions

 

Specific industries offer significant saving potentials at low or even negative cost. This potential deserves more attention than it has received so far.

  • In primary steel production, efficiency improvements in the order of 20 to 30% are available based on existing technology.
  • Waste recycling reduces energy demand, but is limited by the availability of waste materials.
  • The production of paper from pulp can use close to zero energy. Out-dated small-scale paper plants in developing countries, notably China and India, could substantially reduce energy needs with larger plants, more efficient drying technologies and black liquor gasification.
  • The cement and chemicals industries are approaching the theoretical minimum energy use in many countries. However, China could improve the energy efficiency of its cement industry by almost 50%.

One main instrument to tap existing energy saving potentials is the development and implementation of business-related energy concepts. Especially for small-and-medium-sized companies it might be useful to engage external energy consultants to develop such a concept. The main working steps for the development of an energy concept are:

  • Profound inventory of energy consumption in different installations and production processes,
  • Evaluation of existing energy efficiency in the different compound (benchmarking),
  • Identification of energy saving potentials,
  • Indication of possible economic investments for improving energy efficiency.

The business-related energy concept is to advice on the energetically optimization of production processes in one company. The main elements for such an optimization are (Bayerisches Landesamt für Umwelt 2009):

  • Advice on avoiding unnecessary energy consumption (e.g. energy user conduct),
  • Reduction of specific energy consumption by technical measures (e.g. drying via use of mechanical instead of thermal energy),
  • Improvement of degrees of efficiency and utilization,
  • Heat recovery,
  • Use of renewable energy sources.

Specific approaches exist to improve the incentives of companies (especially for SMEs) to engage in the development of an energy management or energy concepts. One common element of these approaches is to offer enterprises cooperation in the topic of energy efficiency with other businesses. Two approaches exist:

  1. Networks between companies on energy efficiency (e.g. Management Systems for Local Energy Systems)
  2. Energy management and concepts focussed on business parks (e.g. Zero-Emission Park)

1. Networks of Energy Efficiency for Enterprises

The approach to establish Networks of Energy Efficiency for Enterprises (usually between 10-15 companies) was originally developed in Switzerland. The main objective of the networking activities between the participating enterprises is to initiate an intensive know-how-transfer, thus reducing related transactions costs for initiating sound investments on energy performance (search costs for solutions, costs for decision-making, etc.). The mutual learning process also helps to minimize risk for failure. The know-how-transfer is moderated by an external expert organization. One specific element of such networks is usually the definition of a common energy saving target over a specific time period, which is aimed to serve as positive incentive to take action and a benchmark involving some kind of a voluntary competition between all network companies. Such networks achieve an extensive cost benefit by synergies and corporately increasing know-how. In such networks the proceedings of efficiency are 2.5 – 3.5 times higher than the average of the German industrial sector.

In Germany, the operation of such networks is guaranteed via a certification system, the ®LEEN management system. The goal of the system is to help companies launching their products and services with least possible energy cost and, at the same time, to reduce their carbon emissions. ®LEEN is developed for the management of networks with 10-15 cooperating organisations. The management system factors the whole manufacturing process from the beginning of the value added chain up to the factory gate. The ®LEEN management system also provides a number of specific operation-, communication- and calculation tools. These tools assure a standardised quality for the management of the network on the one hand. On the other hand they ensure a standardised quality for the registration and the review of the improvement potentials and efficiency progress in the participating companies. Only authorised moderators and engineers are allowed to use ®LEEN.

Due to the positive results of such energy efficiency networks between enterprises the Federal Government of Germany is currently supporting 30 regional model projects of such Energy Efficiency Networks for Enterprises.

2. Energy management and concepts focussed on business parks

Another cooperative approach to improve incentives for energy efficiency measures specifically to SMEs is the development of Zero Emission Parks. Apart from the use of energy, Zero Emission Parks involve a more integrative approach targeted at the mitigation of all negative impacts originating from production processes (e.g. noise emissions, chemical emissions, reduction of mobility, improving other social elements, etc.). The main instrument of this approach is the implementation of an integrated and sustainable development concept. The development plans for Zero Emission Parks focus on different issues: materials flow management, waste and water management, energy supply and energy-efficient buildings. In Zero Emission Park projects the ambition is to encourage all companies in an industrial park on joint efforts to mitigate the negative impacts of their economic activity. The organisational requirement for this approach is the establishment of a joint venture between the companies, local/regional authorities and other relevant economic organisation (e.g. chambers, financial institutions, etc.).

Benchmarking and Energy Management Schemes for SMEs

Model for Energy Supply Strategy Alternatives and their General Environmental Impact (MESSAGE)

What Your Region Can Do!

Several activities can be performed to increase awareness of industrial stakeholders on the issue of energy efficiency:

  • Support schemes for regional companies / enterprises to finance and consult on external energy consultancy and energy management services in enterprises / companies (e.g. support programmes)
  • Organization of events for know-how-transfer on energy efficiency targeted at enterprises / companies (e.g. workshops, fairs, etc.)
  • Initiation of Energy Efficiency Networks for Enterprises (incl. voluntary definition of energy saving targets over a specified time period, external moderation of frequent meetings to exchange experience on energy saving technologies, achieved interim objectives, etc.)
  • Support of Zero Emission Parks
  • Initiation of voluntary local / regional contest for “Most Energy-Efficient Enterprise in your Region” to award good practises in your region and to motivate other companies to take action

Strategy for future action in the ENNEREG regions

[EN] During the project, the ENNEREG partners have worked in the development of sustainable energy action plans (SEAP) in their represented regions and in the promotion of sustainable energy projects (SEP). The objective of this document is to present how they intend to continue their efforts after the end of the project, developing the activities planned in the regional SEAP and ensuring the attraction of the necessary resources to promote sustainable energy projects.

Some of the SEAPs defined with the support of the project have been approved by the respective administrations and others still need to be matured to be accepted at the regional level and to be implemented. Thus, the situation is not the same in every region, and the approach to work in sustainable energy is not the same either. This document summarizes the common as well as the specific aspects about how the regions expect to organize and carry on the work on sustainable energy in the next future.

ENNEREG Sustainable Energy Twinning Programme Summary

Replacement of obsolete district heating pipelines, Kaunas City, Lithuania - ENNEREG Good Practice in Energy Efficiency in Industry

[EN] District heating system is vitally important energy carrier in Lithuania as especially in large towns. It covers over 50% of heat supply in total, and this percent is over 65% in Kaunas City. On the other hand heating needs significant share of family expenses, especially during cold period October- April. This requires significant efforts from district heating companies to reduce heat supply costs, which is done in two ways: reduction of heat supply losses in the pipelines, and introduction of biomass sources for heat generation via conversion. Currently there are approximately 18% of renovated pre-insulated pipelines in Kaunas City. The rest are still old obsolete channel pipelines. Renovation of pipelines takes place simultaneously with network optimizations, i.e. adjusting of pipeline diameters.

Conversion of natural gas boiler-house to biomass, Garliava, Kaunas Region, Lithuania - ENNEREG Good Practice in Renewable Energy

On the other hand heating needs significant share of family expenses, especially during cold period October- April. This requires significant efforts from district heating companies to reduce heat supply costs, and fuel conversion to biomass is considered as important measure. Kaunas City and Kaunas Regional Municipalities depend mainly on natural gas, which cover about 90% of total fuel in district heating. Garliava boiler-house conversion from natural gas to biomass is currently the largest biomass boiler-house in Kaunas regional municipality with capacity 6.5 MW.

Biomass boiler in Koło, Wielkopolska Region, Poland - ENNEREG Good Practice in Renewable Energy

[EN] The objective of the project was to improve energy efficiency, which was implemented through the modernization of the boiler room. An important element of the project was to increase the installed power and the possibility of burning biofuels (biomass: wood chips and straw). In addition, a warehouse for the storage of biomass was built near to the boiler house. The boiler is completely automated and does not require manual service. Biomass, gathered in the magazine, goes to a special movable floor and then is transported directly to the boiler. The cost of this biofuels is estimated to be similar to the cost of coal.

Modernization of boiler room in Ostrzeszów, Wielkopolska Region, Poland - ENNEREG Good Practice in Renewable Energy

[EN] The most important purpose of the modernization of urban boiler in Ostrzeszów was the removal of two boilers with a total weight 10 MW and their replacement with two co-firing biomass boilers with a total capacity 16 MW. The project was associated as well with a reduction in emission of pollutants into the atmosphere.

Large PV installation on commercial building, Upper Palatinate Region, Germany - ENNEREG Good Practice in Renewable Energy

[EN] EuPD Research estimated the PV potential of commercial buildings in Germany at about 25 GW – so far only 4.8 percent have been realized.

A good example for tapping this potential is the company of Glapor from Mitterteich, Bavaria. Due to the installation of a photovoltaic system on its 13.000 square meter flat roof, Glapor is playing a pioneering role in terms of environmental protection. The annual generation of electricity about 750 MWh is resulting in a reduction of CO2 emissions of about 300 – 350 tonnes per year, thus significantly contributing to climate protection. In the future, industrial companies will not only be a current consumer – quite contrary, they will actively engage in energy transition.

Green Business Growth - ENNEREG Good Practice in IE Education

[EN] A project called Grøn Erhvervsvækst (Green Business Growth) has developed an education concept named “Energi renovering for håndværksvirksomheder” (Energy Renovation for small construction companies), targeting owners and leaders in SME’s within construction industries. The goal is to increase the energy saving competencies among the employees and be able to implement it in private houses.

First German Zero emission park

A roadmap to a low carbon economy in 2050

[EN] On 8 March 2011, the European Commission set out its vision of how the EU can meet its objective of cutting greenhouse gas emissions by 80-95% by the middle of this century in the communication, "A roadmap for moving to a low-carbon economy in 2050". The Roadmap shows how key economic sectors can cut most of their emissions over the coming decades by increasing investments in clean technologies and energy efficiency measures. On the same day, The European Commission presented the Energy Efficiency Plan, which elaborated further on energy efficiency measures.

EU Policy & Legislation

According to recent figures of Eurostat, industry and services (including fuel combustion – other than for transport and energy sectors) accounted for 24.8% of all GHG emissions within the EU-27 in 2007 (Eurostat 2010).

The regulatory framework for production processes is well established at European level. This includes regulatory settings such as on environmental emissions from industries (Integrated Pollution Prevention and Control Directive, IPCC) and the Emissions Trading Scheme for GHG. The IPCC Directive provides principles for granting permits, establishing environmental controls and ensuring best available technologies are used. In December 2007 the European Commission adopted the proposal for a mew Directive o industrial emissions aiming to recast seven existing Directives into a single clear and coherent legislative instrument. The recast includes the IPPC Directive, the Large Combustion Plants Directive, the Waste Incineration Directive, the Solvents Emissions Directive and 3 Directives on Titanium Dioxide.

To help industry benefit from the emergence of new markets in environmental technologies, a new initiative on a sustainable industrial policy is envisaged. It aims to promote the manufacture and adoption of eco-friendly products. The plan aims to promote eco-design standards, energy and environmental labeling and green public procurement. The main thrust is to turn potential challenges into opportunities for EU industry, in order to lead the transition towards a low carbon and resource efficient economy. It will thus contribute to reaching the objectives of the energy and climate change package adopted by the European Council in March 2007.

The three basic principles of the sustainable industrial policy, which has been followed up by an Action Plan in early 2008, are the following:

  • Stimulate the development and commercialization of low carbon and energy efficient technologies, products and services, for example by fostering lead markets and creating incentives for frontrunners.
  • Creation of a dynamic internal market: Under consideration of the ongoing review of the internal market legislation, the Commission will develop a strong product policy and remove obstacles in the internal market. This will include realistic and progressively more ambitious minimum requirements complemented with, where appropriate, voluntary "lead" standards and incentives, such as labeling, to drive performance upwards. Environmental management schemes and energy services for firms and households will be promoted, supported by a simple, user-friendly framework.
  • Creation of global markets for low carbon and energy efficient technologies, products and services: Faster uptake of environmental technologies and standards for more sustainable technologies, products and services in the EU can pave the way to the development of international standards which better integrate environmental aspects, taking a life-cycle approach. This can give European companies “first-mover” advantages in global competition. International sectorial agreements for energy intensive industries hold out a significant potential to set global benchmarks for energy and resource efficiency and foster technologies that are meeting these benchmarks. Such sectorial agreements, which must comply with competition rules and environmental objectives, should help create export markets for leading European technologies, services and products. They can be complemented through international or bilateral agreements on the diffusion and use of environmental technologies, by facilitating the use of the Kyoto flexible instruments and through trade and development policy.

The core of the Action Plan for sustainable consumption and production and sustainable industrial policy is a dynamic framework to improve the energy and environmental performance of products and foster their uptake by consumers. This includes setting ambitious standards throughout the Internal Market, ensuring that products are improved using a systematic approach to incentives and procurement, and reinforcing information to consumers through a more coherent and simplified labeling framework, so that demand can underpin this policy. The approach will address products that have significant potential for reducing environmental impacts.

The challenge is to create a virtuous circle: improving the overall environmental performance of products throughout their life-cycle, promoting and stimulating the demand of better products and production technologies and helping consumers to make better choices through a more coherent and simplified labeling. This is further supported and amplified by actions to achieve leaner production and address the international aspects.

Action Plan for Energy Efficiency: Realising the Potential - COM(2006)545 final

This Action Plan outlines a framework of policies and measures aiming to intensify the process of realising the over 20% estimated savings potential in EU annual primary energy consumption by 2020. The Plan lists a range of cost-effective measures, proposing priority actions to be initiated immediately, and others to be initiated gradually over the Plan's six-year period. Further action will subsequently be required to reach the full potential by 2020.

Directive on energy end-use efficiency and energy services

[EN] The European Union (EU) has adopted a framework for energy end-use efficiency and energy services. Among other things, this includes an indicative energy savings target for the Member States, obligations on national public authorities as regards energy savings and energy efficient procurement and measures to promote energy efficiency and energy services.

European Energy Efficiency Legislation

[EN] Reducing energy consumption and eliminating energy wastage are among the main goals of the European Union (EU). EU support for improving energy efficiency will prove decisive for competitiveness, security of supply and for meeting the commitments on climate change made under the Kyoto Protocol. There is significant potential for reducing consumption, especially in energy-intensive sectors such as buildings, manufacturing, energy conversion and transport. At the end of 2006, the EU pledged to cut its annual consumption of primary energy by 20% by 2020. To achieve this goal, it is working to mobilise public opinion, decision-makers and market operators and to set minimum energy efficiency standards and rules on labelling for products, services and infrastructure.

Sustainable and responsible business - Action Plan for sustainable consumption and production (SCP) and sustainable industrial policy (SIP)

This website hosted by the European Commision's Enterprise and Industry section suggests that much can be done to make the way we consume and produce in Europe more sustainable. It suggests that this can be done without additional costs for European companies and consumers and can bring benefits, either through energy and natural resources savings or by grasping new opportunities offered by a "green" economy.

Faro - SEAP development in Portugal

SEAP Document [EN] In this article in the Autumn 2012 issue of Sustainable Energy Communities NEWS, ADENE presents a synthesis of the work elaborated under the Intelligent Energy - Europe (IEE) project come2CoM in partnership with the local energy agency, AREAL and the consultant company, IRRADIARE. The work of this working group enabled the development of the Sustainable Energy Action Plan (SEAP) of the city of Faro. This action plan, foresees measures to reduce carbon dioxide emissions in the different sectors of activity. Energy efficiency in industry - lightening the energy load

Publication [EN] This is a project report published by the European Commission in 2009 that describes 24 projects funded by the Intelligent Energy Europe Programme. The industry projects presented here run for 2–3 years on average, with consortia varying in size from four to 23 partners, involving practically all Member States as well as non-EU members. The projects address industrial energy efficiency from a general perspective providing guidelines, tools and support for energy management, including auditing and benchmarking tools.

EU Islands - Towards a Sustainable Energy Future

[EN] The Union of the Electricity Industry–EURELECTRIC is the sector association representing the common interests of the electricity industry at pan-European level, plus its affiliates and associates on several other continents. In line with its mission, EURELECTRIC seeks to contribute to the competitiveness of the electricity industry, to provide effective representation for the industry in public affairs, and to promote the role of electricity both in the advancement of society and in helping provide solutions to the challenges of sustainable development.

EURELECTRIC’s formal opinions, policy positions and reports are formulated in Working Groups, composed of experts from the electricity industry, supervised by five Committees. This “structure of expertise” ensures that EURELECTRIC’s published documents are based on high-quality input with up-to-date information.

IEA Fact sheet (2006) - Energy Technology Perspectives: Scenarios & Strategies to 2050

Background Information [EN] At present industry accounts for about one-third of total global energy use. The sector is responsible for about 22% of worldwide carbon dioxide emissions, of which 26% are from the iron and steel industry, 25% from non-metallic minerals and 18% from petrochemicals. Models suggest that the industrial energy mix will change appreciably between 2003 and 2050 with the use of coal and oil declining, while natural gas and biomass gain share. However, even such changes industrial energy use in 2050 is expected to be at least 44% higher in 2050 than in 2003. This short paper indicates the opportunities for energy efficiency improvements in industry to offset this increase in part.

Programmerne holder informationsmøder den 18. januar 2012 i Århus og den 19. januar i København.
