About Covenant of Mayors

With over 70% of the population living in urban areas, cities and towns use huge amounts of energy. In light of the vast energy challenges facing Europe, the European Union (EU) recognised the importance of local and regional initiatives to reduce energy consumption and CO₂emissions as well as to increase the use of renewable energy. The flagship initiative Covenant of Mayors was launched by the European Commission to offer public authorities a democratic response to climate change and to provide a platform for exchange and collaboration. The large endorsement from local and regional authorities to this initiative is extremely encouraging with over 1.900 signatories to the Covenant of Mayors, all committed to develop and implement sustainable energy action plans. These local initiatives considerably contribute to reaching European targets and to ensuring a sustainable future for all.

EVE - Ente Vasco de la Energía

As well as being a member of the ENNEREG project team, responsible for developing the Regional Sustainable Energy Action Plan for the Basque Country, EVE has been a Covenant of Mayors Supporting Structure since the year 2009.

DAFNI - Network of Aegean Islands for Sustainability

DAFNI is a voluntary scheme of island communities aiming to promote a sustainable future, through concerted action. Every member of the network is committed to achieving a number of concrete targets, which are subject to external certification. Currently, 37 island municipalities of the Aegean Sea are members of the network.

Energy Cities is the European Association of local authorities inventing their energy future. The association created in 1990 represents now more than 1,000 towns and cities in 30 countries.

e-Bulletin [PL] Gdynia, Hel, Kościerzyna, Władysławowo i gmina Gniewino podpisały w piątek w Gdańsku Porozumienie Burmistrzów. Samorządy zobowiązały się m.in. do zmniejszenia emisji gazów cieplarnianych do 2020 r. o 20 proc. w porównaniu z 1990 r.

Basque Region: Energy Agency supports municipalities commitments

e-Bulletin [EN] Thanks to the promotion efforts deployed by the Basque Energy Agency (EVE - Ente Vasco de la Energía), by 9 February 2011, ten local authorities from the Basque Country were signatories of the Covenant of Mayors, representing 42% of the Basque population.

Comune di Genova (Genoa) - Summary Sustainable Energy Action Plan

SEAP Document [EN] The Municipality of Genoa was the first city in Europe to submit its Sustainable Energy Action Plan (SEAP) in accordance with the Covenant of Mayors (CoM), the initiative of the European Commission whereby each city makes a voluntary and unilateral commitment to reduce its emissions beyond the target of 20% by 2020.

Plano de acção para a energia sustentável - Município do Funchal

SEAP Document The City of Funchal signed the Covenant of Mayors in April 2011, committing the municipality to developing a Sustainable Energy Action Plan at a local level, aiming at the reduction of 21% of the carbon dioxide emissions. Funchal submitted the Municipal Action Plan to the Covenant of Mayors in April 2012, which was accepted by the Joint Research Centre of European Commission, in June 2012.

A Cidade do Funchal assinou o Pacto de Autarcas em abril de 2011, comprometendo o município para o desenvolvimento de um Plano de Acção de Energia Sustentável a nível local, visando a redução de 21% das emissões de dióxido de carbono. Funchal apresentou o Plano de Ação Municipal para o Pacto de Autarcas, em abril de 2012, o que foi aceite pelo Centro Comum de Investigação da Comissão Europeia, em Junho de 2012.

Vitoria-Gasteiz Plan against Climate Change 2010-2020. Executive Summary.

Steps taken to approve and develop the SEAP for Vitoria-Gasteiz

Presentation [EN] Vitoria-Gasteiz is a medium sized city covering an area of 276,81 km² with 240.580 inhabitants and 63 villages (5.135). One-third of the municipal area is forest and one-third of the urban surface is green. The municipality of Vitoria-Gasteiz, represented by Iñaki Arriba, had the opportunity to present in the Intelligent Energy - Europe Info Day 2012 the steps taken to approve and develop the city’s SEAP and to explain the general outline of the document and the foreseen actions in the residential buildings and services sector and sustainable mobility, promoting public transport and mobility by foot and bicycle. The SEAP of Vitoria-Gasteiz targets a 25% reduction in greenhouse gas emissions by 2020.

[EN] Malmo is a signatory to the Covenant of Mayors, along with over 3000 other cities, all committed to reducing carbon emissions by at least 20% by 2020.

What local actions are being undertaken in the Covenant of Mayors? How is European funding being used? What difference has the Covenant made? Find the answers during this Covenant of Mayors afternoon!

The event will present practical results of the Covenant of Mayors among signatory cities and regions, the role of ICT for energy efficiencyat the local and regional level and line-up to the Smart Cities initiative.

Specific session on financing will address the current and new opportunities for financing of sustainable energy measures at local and regional level, including structural funds, ELENA facility and a new EU energy efficiency investment facility. Practical examples and lessons learned will be presented and discussed.
