Climate Interaction Southeast Sweden - ENNEREG Good Practice in Cooperation – Intelligent Energy Education

The three counties Kronoberg, Blekinge and Kalmar each has a regional network working for climate protection and a sustainable use of energy. The Climate Interaction Southeast Sweden project creates collaboration between these regional networking groups.

Good Practice in Cooperation, Climate Interaction Southeast Sweden

The three counties Kronoberg, Blekinge and Kalmar each has a regional network working for climate protection and a sustainable use of energy. The Climate Interaction Southeast Sweden project creates collaboration between these regional networking groups. Regional stakeholders in this project cooperate in complex regional border issues, such as transport, thus achieving more powerful project impacts in comparison with individual municipal actions. The collaboration ensures an exchange of best practice in terms of working methods and practical measures. By cooperating in a larger geographical area, synergy effects can be tapped in terms of a better utilization of existing regional competencies, also influencing positively the public opinion for a sustainable use of energy.


Aims & Objectives of this Sustainable Energy Action

The overall goal of the project is to strengthen the work on climate change in each county through joint actions that will lead to better results on the environment in comparison with individual actions of single counties. Specific project objectives for cooperation are:

  • Exchange of "best practice" in the form of concrete action and work for regional energy planning
  • County borders solutions strengthening the overall impact of the measures, such as public transport and freight transports.
  • Organize at least one joint seminar or training per year
  • Write at least one article on a measure promoting climate work in Southeast Sweden and nationally
  • Initiate, carry out and present at least one study in energy efficiency benefitting the climate in Southeast Sweden
  • Identify priority areas for the allocation of project funds within the regional structural funds


Means to achieve the objectives

The work will be done partly through the existing Climate Collaboration groups within each county. Additionally joint meetings of all three counties/regions are organized frequently. The existing regional steering groups meet two times per year and exchange experience on different climate topics in the county. Joint meetings between the regions will be conducted twice a year, one in conjunction with the annual conference - Energiting Sydost, arranged by Energy Agency for Southeast Sweden (ESS).

Each regional network has preparation groups which are central to prepare the joint meetings and to plan the operational implementation of various activities. The preparation groups consist of civil servants from the Regional Council, the provincial government and from ESS. These groups will meet at least four times a year to facilitate interaction. Meetings between preparation groups could preferably be distance meetings while the two joint meetings between regional networks should be physical meetings to facilitate communication and collaboration.

Examples of sustainable energy projects or themes discussed during this meetings are e.g. a better coordination of freight transports, feasibility studies on investment in energy efficiency measures or feasibility studies on regional food production supported by waste heat.


Technical and Financial Implementation

The activities and man hours needed to run the regional networks are financed through each partner. Specific projects or measures are financed and implemented individually by the most suitable actor. In this context, this regional project is also aiming to improve the collaboration between involved counties/regions for effectively raising additional funds to increase the momentum of cooperation.


The Partners and Stakeholders

Every actor being interested to work towards sustainability and address climate issues can participate in these regional meetings. Other organization participating in these meetings are all municipalities in the three counties, Provincial Governments, Regional Councils, Universities, County Councils, trade associations, industrial enterprise, private companies etc.


Lessons Learnt

The experience within each regional network for climate interaction says that it is fun, inspirational and more effective to work together about climate issues and towards common goals. Having common goals is in fact essential so that actions won’t be counterproductive.

In many areas, e.g. freight and transports, taking joint action is more effective. Climate Interaction for Southeast Sweden wants to become the natural platform for this kind of cooperation.
