Efficient Lighting in the Service Sector Madeira, Portugal - ENNEREG Good Practice in Energy Efficient Products
Until the end of 2008, the regional utility of Madeira - Company Electricity of Madeira (EEM) - conducted a campaign with the purpose of gradually replacing incandescent lamps by fluorescent ones, with lower energy consumption, in the tertiary sector. This campaign was not as successful as a similar campaign carried out for the residential sector. Only about 30% of available lamps were distributed. However, from an energy, environmental and economic perspective this initiative resulted in several benefits for participating consumers, for EEM and the Region of Madeira.

This campaign was not as successful as a similar campaign carried out for the residential sector. Only about 30% of available lamps were distributed. However, from an energy, environmental and economic perspective this initiative resulted in several benefits for participating consumers, for EEM and the Region of Madeira.
Aims and Objectives of this Sustainable Energy Action
The main objectives of this initiative were to reduce:
- Electricity consumption of the tertiary sector of Madeira;
- Electricity costs for consumers participating in this project;
- Fuel oil Importation from mainland(the main fossil fuel used to produce electricity in Madeira);
- CO2 emissions from the production of electricity;
- Average power at peak hours.
Results and Impacts
The number of fluorescent lamps distributed reached 15,236, about 30% of the initial forecast.
The impact of this campaign can be measured with the figures below.
- Reduction in electricity consumption - 919 MWh/year;
- Reduction of the importation of fuel oil - 211,3 tonnes/year;
- Reduction of CO2 emissions - 645,2 tonnes/year;
- Reduction in electricity costs for consumers - 92,811 Euros;
- Reduction of the power in peak hours - 0.53 MW.
Each consumer saved about 13.20 Euros/month in average, this is equivalent to 158 Euros in one year. After this year, the consumer will have a reduction of about 19.20 Euros/month in their electricity bill.
Technical and Financial Implementation
EEM clients in the service sector include hotels, commercial establishments, restaurants, coffee shops, bars, offices, social welfare institutions, and other private services or non profit organizations. State services are excluded from this initiative. These types of clients of EEM must commit to:
- Use all the bulbs provided, replacing the incandescent ones with the highest number of daily working hours;
- Authorize access from EEM to its installations to verify the lamps that are being used;
- Agree to partially pay for the lamps, through their electricity bill, with a monthly cost of 0.15 € /lamp, for one year.
Lessons Learnt
The low distribution of lamps can be explained by the communication problems between customers and the service sector and the fact that many consumers already have efficient lighting in their establishment.
In 2010, EEM also launched an initiative for this sector, however this time providing electronic ballasts to substitute the ferromagnetic ones.
The Partners and Stakeholders
This campaign was carried out by the Company Electricity of Madeira in the scope of the Portuguese Plan to Promote Efficiency in the Electric Energy Consumption, endorsed by the National Energy Services Regulatory Authority.
How this Action could be Replicated
This action can be replicated anywhere, as long as there is funding for the purchase of the more efficient equipment. Depending on the culture of each region, modifications can be made to this project related to the interaction with the service sector.
