Efficient Lighting in the Residential Sector Madeira, Portugal - ENNEREG Good Practice in Energy Efficient Products

Until the end of 2008, the regional utility of Madeira - Company Electricity of Madeira (EEM) - initiated a campaign with the purpose of gradually replacing incandescent lamps in the residential sector with fluorescent ones with lower energy consumption. This campaign largely surpassed expectations, with a substantial increase in the amount of equipment installed compared with the amount foreseen when the proposal was made for funding.

This campaign largely surpassed expectations, with a substantial increase in the amount of equipment installed compared with the amount foreseen when the proposal was made for funding.


Aims and Objectives of this Sustainable Energy Action

The main objectives of this initiative were to reduce:

  • Electricity consumption of the residential sector of Madeira;
  • Electricity costs for consumers participating in this project;
  • Fuel oil importation from main land (main fossil fuel used to produce electricity in Madeira);
  • CO2 emissions from the production of electricity;
  • Average power at peak hours.


Results and Impacts

The number of consumers that joined this initiative reached 20,020; the number of fluorescent lamps distributed was 197,703. This number is about 4 times higher than initially expected; hence, this was considered a very successful initiative.

The impact of this campaign can be measured with the figures below.

  • Reduction in electricity consumption - 18.6 GWh/year - about 7% of the electricity consumed in the residential sector in 2008;
  • Reduction of the importation of fuel oil - 4,285 tonnes/year;
  • Reduction of CO2 emissions - 13,084 tonnes/year;
  • Reduction in electricity costs for the consumers - 1.8 M€;
  • Reduction of the power in peak hours - 4.5 MW.


Technical and Financial Implementation

In the residential sector, each consumer could acquire up to 10 fluorescent bulbs. On receiving these lamps, the residential client of EEM signs an agreement and is committed to:

  • Use all the bulbs provided, replacing the incandescent ones with the highest number of daily working hours;
  • Confirm that the residence is occupied at least 9 months per year (to ensure that it is not a holiday residence);
  • Agree to partially pay for the lamps via the electricity bill, at a monthly cost of 0.15 € /lamp, for one year.


Lessons Learnt

Each consumer saved about 6.30 Euros/month on average; this is equivalent to 76 Euros in one year.

After the first year, the residential consumer will have a reduction of about 7.80 Euros/month in their electricity bill.

Due to its success, the initiative was repeated in 2010. In this action about 250,000 energy efficient lamps were distributed to residential clients.


The Partners and Stakeholders

This campaign was carried out by the Company Electricity of Madeira in the scope of the Portuguese Plan to Promote Efficiency in the Electric Energy Consumption, endorsed by the National Energy Services Regulatory Authority.


How this Action could be Replicated

This action can be replicated anywhere, as long as there is funding for the purchase of the more efficient equipment. Depending on the culture of each region, modifications can be made to this project in relation to the interaction with the residential sector.
