OREGES Observatoire de l’énergie et des gaz à effet de serre de Rhône-Alpes, France - ENNEREG Good Practice in Energy Monitoring
The Regional Observatory for Energy and Greenhouse Gasesemissions (OREGES) was created by decision of the Energy Committee of the CRADT (regional conference for territory development and planning) on November 13th, 2002. The purpose is to provide to regional public, communities and stakeholders in the energy world, a relevant tool of observation and information on GHG emission.
The Observatory aims to be a network of leading public and private actors in the field of energy and greenhouse gas emissions.

Aims and Objectives of this Sustainable Energy Action
The OREGES is mobilized for the elaboration of the SCRCAE, the regional plan co-designed by the Regional council and the regional representation of the national state, aiming at defining orientations for the 5 coming years on climate, energy and air quality issues.
The objectives are:
- To gather and produce information at the regional level on the different constituents of the production / energy consumption and GHG emissions […].
- To ensure the link and the coherence of the information between the regional and the national level.
- To set up a follow-up of this knowledge with tools and indicators that allow the impact of the policies implemented to be assessed.
- To start specific studies, including prospective, on local energy resources, needs and consumption determiners.
- To be a platform for exchanges on all information regarding energy and greenhouse gases and to implement the dissemination of information.
- The energy balance and GHG inventory are used for the regional policy on energy and climate change. All the results are free.

Success factors:
- The communication on the used methodology is very important
- The stakeholders having the used data are involved in the observatory
- Each structure involved has an interest in the data which are produced

Mission
The Regional Observatory meets the following tasks:
- to gather and produce a regional information on the different components of the production / consumption and emission of greenhouse gas emissions. At the request or to certain areas of energy, this information may be declined at a finer level (province, city), in partnership with the players in this geographic level
- liaison, exchange and consistency of information between the regional and national level
- establish a monitoring this knowledge with tools and indicators to assess the impact of policies implemented
- initiate specific studies, including in the form of prospective on local energy resources, needs, and the determinants of consumption
- be a forum for exchange of all information relating to energy and greenhouse gas emissions and implement the dissemination of this information
Results and Impacts
Start Date: 13th November 2002
End Date: still ongoing
Up to 2009, results were valued in an energy balance and GHG inventory every three years, with results at regional and districts (department) levels.
Now, every year, there is an inventory at local level, with the objective to deliver data at municipality level.
Implementation
Results can be used for:
- Schéma Régional Climat Air Énergie (SRCAE) elaboration
- Policy of the regional council on energy and environment (subsidies, …)
