Quantification and reporting on energy & climate on a territory: Focus on the cadastral method

Policies cannot be evaluated without accurate quantification and monitoring. This is the focus of the Baseline Emissions Inventory (BEI) and Sustainable Energy Action Plan (SEAP) developed in the framework of the Covenant of Mayors initiative.
No less than 127 local authorities in France have become Covenant of Mayors signatories, and in doing so have shown their willingness to join this European movement and contribute to the EU energy and climate objectives – a 20% reduction in CO2 emissions through increased energy efficiency and the use of renewable energy sources.
However, the links between the national schemes, initiatives and existing tools and those offered by the Covenant of Mayors initiative are not always clear. With Grenelle II legislation about to make territorial climate energy plans compulsory for urban agglomerations of more than 50,000 inhabitants, and a new Decree on inventory methodologies about to be published, this workshop provided a valuable and much needed platform to bring key actors together, present different approaches and identify key points of difficulty and solutions. Experts from the European Joint Research Centre and national stakeholders participated in the discussions.
The objectives were to:
- provide information and transfer knowledge to help Covenant signatories to deal with energy and CO2 quantification and reporting obligations required within the SEAP framework,
- help address the barriers which may hamper SEAP development and implementation,
- provide a valuable and much needed platform to bring key actors together, present different approaches and identify key areas of difficulty and possible solutions.
