Rhonalpénergie-environnement (RAEE) and the Region Rhône-Alpes, Ronalpénergie-Environnement and Rhône-Alpes region are involved in two European projects, Climactregions and ENNEREG. These European projects, representing 21 regions in Europe, share same objectives: tackling climate change through local actions, by sharing experiences and tools. The two projects met at Hôtel de Région Rhône-Alpes, Lyon, France on 21 October 2011 to learn more about the activities of the partner in each project and to discuss potential areas of collaboration and exchange of experience.
ENNEREG - Regions paving the way for a Sustainable Energy Europe is a European Project supported by the Intelligent Energy ‐ Europe programme which aims to establish and inspire EU Regions to take up the challenges of fulfilling the EU 20-20-20 climate and energy targets of at least 20% reduction in greenhouse gas emissions, 20% increase in energy efficiency and 20% of energy from renewables by 2020. 12 Pioneer ENNEREG Regions are producing regional Sustainable Energy Action Plans (SEAPs) and initiating Sustainable Energy Projects (SEPs). The partners from the project will present activities in their own regions as well as details of twinning activities with other European regions in order to transfer know-how, facilitating a dialogue in order to give an orientation to European political choices.
Climactregions’ objective is to improve the capacity of Regions to build and apply greenhouse gases reduction policies in order to contribute to climate protection. The three knowledge areas that are developed by partners and shared as part of the project are:
- monitoring and observing greenhouse gases,
- developing regional policies and action plans for greenhouse gas mitigation,
- implementing strong regional governance.
The results of the project include addressing regional climate protection policies, preparing implementation plans on climate change policies and creating a network of regional greenhouse gas observatories.
Through collaboration with ENNEREG Climactregions aims to enrich the knowledge of ENNEREG partners with presentations of the good practices identified within the framework of the European study, led by the Region Nord-Pas de Calais. The major principles stemming from these good practices, which feed guideline manuals on the observation of Green House Gas (GHG), the strategies of fight against climate change and the governance can feed the regional policies implemented by ENNEREG partners. ENNEREG presentations aim to enrich the knowledge of Climactregions partners by sharing experience of implementation of regional policies and support to the Covenant of Mayors.
Cooperation between both projects will be fruitful at several levels:
- Green House Gas (GHG) observation is the main topic of interest between both projects. Some ENNEREG partners hold a regional energy and GHG observatory, and are very interested by the guideline manuals elaborated by Climactregions and to have comparable methodologies. Some common events will be organized in the future. The first will be the participation of an ENNEREG representative to the next Climactregions working group in Valencia (March 2012).
- Through good practices identified in the partnership and in other European regions, Climactregions elaborated guidelines manuals for developing regional policies and actions plans. The major principles stemming from these good practices, which feed guideline manuals on the observation of GHG, the strategies of fight against climate change and the governance can also feed the regional policies implemented by ENNEREG partners.
- ENNEREG presentations aim to enrich the knowledge of Climactregions partners by sharing experience of implementation of regional policies and support to the Covenant of Mayors.
- Climactregions partners will subscribe to the Regions 202020 Network to promote their actions and exchange experience.

Climactregions wants to improve the capacity of regions to build and apply greenhouse gases reduction policies, in order to contribute to climate protection. With the identification of good practices in terms of GHG reduction in European regions, Climactregions released three guidelines manuals on the three main topics:
- observation of greenhouse gas emissions
- strategies and actions to mitigate climate change
- dedicated modes of governance
