Long Term Agreements Uptake (LTP Uptake) website

The LTA UPTAKE website, supported by the European Commission Intelligent Energy Programme, aimed to develop a toolkit to help sectorial associations and governments draw up Long-Term Voluntary Agreements (LTAs) on energy efficiency in order to gain mutual benefits: to save energy costs, produce less environmental legislation, reduce the administrative burden for the sector, improve the environmental image of the sector and achieve national environmental targets.

Long Term Agreements Uptake (LTP Uptake) website

LTA Uptake website provides results of the IEE project the main aim of which was to produce tools to help sector associations and governments draw up Long-Term Voluntary Agreements (LTAs) on energy efficiency. LTAs are voluntary agreements between specific industrial sectors and the government. The LTA approach has proven to be successful in a number of SME (small and medium-sized enterprise) sectors, and has resulted in substantial energy efficiency improvements, e.g. over 30% energy savings in various industrial SME sectors over the past decade. The instruments that were produced may be selected by industrial associations and/or national governments that wish to implement LTAs. These tools will help them to achieve national or sectoral energy efficiency improvement targets or meet greenhouse gas (GHG) emissions reduction targets.

The interactive on-line toolkit:
1.Enables users to incorporate a VA approach into the national Member State policies for energy efficiency improvement as an effect of EESD Action Plan implementation.
2.Demonstrates the VA advantages to the target groups:a. Industrial associations at EU and Member State level; b. The public authorities of EU Member States.
3.Has been based on a review of existing LTAs and developed according to requirements set by an International Expert Platform consisting of experts/representatives from industrial sector associations, public authorities and energy agencies all over Europe 
4.Has been tested using three pilot projects: the Hospitality sector in Finland, the Foundry Sector in Sweden and the Wastewater Treatment Sector in the Netherlands.
5.Provides web-based tools with a wide range of instruments to be chosen by these target groups, depending on their preferences, culture, legislation and economy and is (partly) available in 10 European languages.
6.Has been validated and disseminated through international workshop and national workshops. 7.Has been accompanied by moderator training provided to 11 selected members of the Expert platform. 
8.Provides useful experience to optimise the EMEES-harmonised calculation model with an accurate bottom-up approach.
9.Leaves open the possibility to demonstrate the advantages of a chain approach to interlinked economic and industrial sectors.

Norway
